To provide states with instructions for implementing and operating the Emergency Unemployment Compensation, 2008 (EUC08) program, including fiscal and reporting instructions.

To respond to questions concerning implementation of the TEUC extension for displaced airline and related workers.

To transmit the Experience Rating Index (ERI) for states for rate years 1998-2002.

To inform State Workforce Agencies (SWAs) of advance funding for EUC08 workloads and the opportunity to submit a supplemental budget request (SBR) for funding of EUC08 implementation costs.

To transmit to state workforce agencies (SWAs) a revised directory of state and Department of Labor (DOL) staff involved with UI tax and/or TPS matters. This directory is intended for internal use only.

To provide State Workforce Agencies (SWAs) with instructions for implementing and operating the second extension of the TEUC program.

To respond to questions regarding the Emergency Unemployment Compensation, 2008 (EUC08) program (included as Attachment A to this UIPL); to correct the ending
date(s) during which an individual may receive a final payment for EUC08 during the phase-out period of the program; and to change the expiration date of Unemployment Insurance Program Letter (UIPL) No. 23-08 to “continuing.”

To initiate the FY 2004 SQSP process and to issue supplemental instructions for the State Workforce Agencies to use to prepare the FY 2004 SQSP.

To transmit the subject computation for State Workforce Agency usage in computing minimum weekly DUA amounts for all major disasters declared during the fourth quarter of fiscal year (FY) 2003.

To provide an updated and consolidated list of acceptable narrative reasons for separation from military service for UCX claims purposes. Unemployment Insurance Program Letters (UIPLs) No. 3-95, Changes 1, 2, 3, and 4 are rescinded.
