To provide states with information on both required and strongly recommended strategies, tools, and services for UI fraud risk mitigation, improper payment reduction, and overpayment recovery; and to announce the availability of up to $200 million in additional ARPA funding and support for states to strengthen UI program integrity, including ID verification, fraud prevention and detection, and overpayment recovery efforts in all UC programs.

To transmit the subject computation for State Workforce Agency usage in computing minimum weekly DUA amounts for all major disasters declared from April 1 through June 30, 2023, (third quarter of Fiscal Year (FY) 2023).

To advise states of sequestration rules for FY 2023 to ensure State Workforce Agencies (SWAs) apply these rules to mandatory Unemployment Insurance (UI) programs. These rules include the application of sequestration on delayed benefit payments for prior FYs and the resulting administrative costs.

To announce the availability of Department-funded operational and technical resources and services to state ARPA grantees and to provide guidance for modifying grants that have been previously awarded to grantees that want to avail themselves of these services.

To provide guidelines for the FY 2023 UI RESEA grants and to invite State Workforce Agencies to submit a RESEA State Plan.

To advise states that the deadline for submitting a grant application for additional administrative costs under the Pandemic Unemployment Assistance (PUA) program is extended to February 24, 2023, and that the Department has extended the deadline to expend PUA administrative funds from June 30, 2023 to June 30, 2024.

To ensure states are aware of the locality-based salary rates for certain Federal civilian employees.

To ensure that states are aware that the social security survivors and old age retirement annuities and the Federal civilian pensions annual cost-of-living adjustment (COLA) increased for calendar year (CY) 2023, and to provide the U.S. Office of Personnel Management’s (OPM) COLA information.

To ensure State Workforce Agencies (SWA) are aware of the Federal military retired pay annual COLA provided by the Department of Defense.
