This Unemployment Insurance Program Letter (UIPL) provides clarity around the U.S. Department of Labor’s (Department) use of the terms “access” and “equitable access,” and further describes how program integrity is impacted by efforts to ensure equitable access to the Unemployment Insurance (UI) program. This UIPL informs states of ways that equitable access can be evaluated and enhanced, including through technical assistance and tools from various Department initiatives and state-based partnerships.  

To notify states that Appendix E of ET Handbook No. 407, 4th Edition, Tax Performance System (TPS), regarding state employer Unemployment Insurance (UI) audit functions (formerly “field audit functions”) and procedures, has been revised.

To transmit the subject computation for State Workforce Agency usage in computing minimum weekly DUA amounts for all major disasters declared from October 1 – December 31, 2023, (first quarter of Fiscal Year (FY) 2024).

To provide State Workforce Agencies (states) with the new FIC (810-destination 0001) for the USSF to be used for all Unemployment Compensation for Ex-servicemembers (UCX) claims and billing activities related to this military branch.

To provide states information about preliminary FY 2024 UI State Administration base resource planning targets, general guidelines for resource planning, and an explanation of how the U.S. Department of Labor (Department) allocates base resources among the states.

To provide State Workforce Agencies (SWAs) guidelines and key dates for the completion of the 2023 Unemployment Insurance (UI) Benefit Accuracy Measurement (BAM) paid and denied claims sample cases and the publication of 2023 BAM data.

To announce the end of the application period for STC grants under Section2110(g) of the CARES Act effective June 3, 2023.

To cancel UIPL No. 22-21, Change 2; UIPL No. 23-21, Change 5; UIPL No. 02-22, Change 3; and UIPL No. 07-23.

To announce a comprehensive and strategic approach to deploying remaining Unemployment Insurance (UI) modernization funds to strengthen the integrity of the UI system.  This Unemployment Insurance Program Letter (UIPL) announces three new funding opportunities to strengthen program integrity and resiliency, as well as an opportunity for states to participate in a National ID Verification Offering for both online and in-person ID verification services.
