References: ET Handbooks Nos. 392 and 401; Unemployment Insurance Program Letters (UIPLs) 38-96 and 38-96, Change 1. Background: UIPL 38-96 and UIPL 38-96 Change 1, issued September 26, 1996 and January 7, 1997, respectively, provided SESAs with a new format, called LADT, for the exchange of statistical data via the Interstate Connection (ICON). The LADT record format was developed to accommodate the exchange of data pertaining to: a) interstate weeks claimed; b) intrastate commuter weeks claimed; c) interstate initial claims (new, additional and transitional); and, d) interstate reopened claims and claim transfers. The data to be exchanged with respect to initial claims and reopened/transferred claims pertains to only those claims filed directly with the liable State. Reopened claims represent claims where a claimant with an existing claim reopens a claim after a break in the claims series that was not caused by intervening employment. Transfer claims represent claims where a claimant with an existing claim files on an interstate basis for the first time or from a different agent/residence State for the first time and there has been no intervening employment. When there is a break in the claim series, the claim will be reported either as an initial claim or a reopened claim, as appropriate, although it may also be the first claim filed under the interstate procedures. Implementation information from the Lockheed Martin HUB and discussions at the recent Interstate Benefit (IB) Committee meeting indicate that there may be a misunderstanding concerning States' need to implement the LADT record format. Many States are retrieving data from the Lockheed Martin HUB in the LADT record format. However, only two States are using the format to deliver data to the HUB. Clarification/Discontinuance of Temporary Procedure: The LADT record format replaces the By-pass Data Exchange format and all States should be using the new record format to deliver and retrieve data. The temporary procedure (Refer to UIPL 38-96, item 5.d.), implemented to support the use of both record formats for the data exchange during transition to the LADT record format, is cumbersome and costly. Support of the By-Pass Data Exchange (80 character-weeks claimed only format) will be discontinued. Effective Date of Discontinuance of HUB Support of By-Pass Data Exchange Format: In consultation with the IB Committee, a decision has been made to support only the exchange of data which is in the LADT record format beginning with data exchanged for the week ending July 5, 1997. As of that date, all States must be operational using the LADT record format. States must test the exhange of data in the LADT format with the Lockheed Martin HUB prior to implementation. Action Required: SESA administrators are requested to: (1) provide a copy of this directive to all appropriate staff, including Labor Market Information Directors and Data Processing Directors; (2) ensure that prompt action is taken by the State so that the data exchange requirements as set forth herein are met; and (3) ensure that the claims data received is properly used in compliance with all Federal reporting requirements.
