References: Title I of the "Emergency Unemployment Compensation Act of 1991", P.L. 102-164, as amended by P.L. 102-182, P.L. 102-244, and the "Unemployment Compensation Amendments of 1992" (P.L. 102-318); the Federal-State Extended Unemployment Compensation Act of 1970 (the EB Act), as amended by the "Unemployment Compensation Amendments of 1992" (P.L. 102-318); 20 CFR Part 615; GAL 4-92 and Changes; UIPL 9-92 and Changes; the Trade Act of 1974 (19 U.S.C. 2271 et seq.); 20 CFR Part 617; GAL 10-92; ET Handbook Nos. 392 and 399; and 20 CFR 616. Background: Title I of the "Emergency Unemployment Compensation Act of 1991" created the EUC program. The "Unemployment Compensation Amendments of 1992" (P.L. 102-318), enacted on July 3, 1992, amended a number of the provisions of Title I of the EUC Act. An explanation of the amendments and operating instructions have been issued in GAL 4-92, Change 4, dated July 9, 1992. The program changes have given rise to questions answered in this UIPL. Action Required: State Administrators are requested to make a copy of this UIPL available to all appropriate staff.

Copies of the Quality Appraisal results for FY 1994 are being transmitted under separate cover to all States. This report contains the results of all State Employment Security Agencies (SESAs) for all performance measures in the Quality Appraisal system. Measures in the Quality Appraisal system, using data reported by SESAs, include first benefit payment promptness, appeals promptness, field audit penetration, report delinquency, cash management and benefit payment control. Measures using results from on-site reviews performed by SESAs or Federal staff include nonmonetary determinations performance and promptness, appeals performance, employer status determinations, field audit performance and collections. The quantifiable goals SESAs should achieve in the various measures are designated as Secretary's Standards (SS) and Desired Levels of Achievement (DLAs). Criteria in the Secretary's Standards apply to intrastate and interstate first payment promptness and lower authority appeals promptness. SESA Administrators are requested to: a. Review the FY 1994 Quality Appraisal report and identify any activities not meeting the designated SS/DLAs; and b. For those activities not meeting the SS/DLAs, submit corrective action plans in accordance with the FY 1995 Program and Budget Planning (PBP) instructions. The attached tables contain preliminary estimates of unemployment insurance (UI) average employer contribution rates as reported by State agencies. The first table contains estimates for calendar years 1993 and 1994. For comparative purposes, actual rates for 1992 are also included. The rates shown are the average percent that UI taxes are of wages at or below the State taxable wage base. To permit comparison of data among States with different taxable wage bases, estimated tax rates for each year are also shown based on total wages. The second table shows the relative taxing effort being accomplished by each State in 1994 based on total wages.

Background: Due to changes in personnel, facilities and agency reorganizations, periodic updates of State agency contacts are necessary. States have provided the names, telephone numbers and facsimile (fax) numbers of individuals designated to respond to inquiries from other States about UC tax and employer accounts. This directory reflects information provided through July 1994. It replaces UIPL No. 35-93 and the attached directory. Changes: When changes occur, the page to be changed should be copied and the changes penned in. Mail or fax the revised page to the appropriate Regional Office. They will update their information and forward the changes to the UIS National Office for inclusion in the next directory update. Action Required: All SESAs are requested to ensure that a copy of the attached directory is made available to appropriate personnel.

Background: A provision to a final UCX rule published in the Federal Register on October 17, 1988, required the SESAs to send, effective November 16, 1988, notices of claims filed and sub-sequent monetary and nonmonetary determinations to the branches of the military and to individuals separated from the Commis-sioned Corps of the National Oceanic and Atmospheric Admin-istration (NOAA) and the Coast Guard. SESAs were provided with a list of military addresses via UIPL 19-94 Change 1. Subsequently, the Air Force has provided a new address for such notices. Action Required: State Administrators should provide the attached list of military addresses to appropriate staff and advise them to immediately discontinue using the list of military liaison addresses provided in UIPL No. 19-94 Change 1.
