To provide guidance to states regarding unemployment compensation (UC) flexibilities related to COVID-19.

To ensure State Workforce Agencies are aware of the Federal military retired pay annual Cost of Living Adjustment (COLA) and to provide the Department of Defense’s information on the subject.

To transmit the subject computation for State Workforce Agency usage in computing minimum weekly DUA amounts for all major disasters declared from April 1 - June 30, 2020, (third quarter of Fiscal Year (FY) 2020).

The Employment and Training Administration (ETA) is providing a renewed form ETA 581 Contribution Operations, for State Workforce Agencies and other applicable grant recipients to document their quarterly Unemployment Insurance (UI) tax program activities.

To announce the rate of interest that the U.S. Department of the Treasury (Treasury) will charge on Title XII advances during CY 2011.

To provide states with instructions for implementing the Families First Coronavirus Response Act, Public Law (Pub. L.) 116-127, specifically Division D, the Emergency Unemployment Insurance Stabilization and Access Act of 2020 (EUISAA).

To inform state workforce agencies of 1) the opportunity to submit proposals and funding requests to continue REA programs at the current or an expanded level of funding; 2) to invite new states to implement an REA program; and 3) to provide newly revised guidelines for developing proposals that incorporate REA program changes for FY 2011, including criteria governing the use of REA funds.

To provide State Workforce Agencies (SWAs) with additional information on the National Institute of Standards and Technology (NIST) IT security guidelines.

To provide states with a summary of the UI provisions in Title II, Subtitle A of the CARES Act of 2020, Public Law (Pub. L.) 116-136 and to provide states with guidance regarding the emergency state staffing flexibility provisions.

To advise state workforce agencies of the provisions of the Claims Resolution Act of 2010, P.L. 111-291, and the Tax Relief, Unemployment Insurance Reauthorization, and Job Creation Act of 2010, P.L. 111-312, that affect the federal-state unemployment compensation (UC) program.
