To announce the 12 states selected to receive additional fiscal year (FY) 2020 awards totaling $2,500,000 to reduce the processing backlog for the Work Opportunity Tax Credit (WOTC). The remainder of Training and Employment Guidance Letter (TEGL) No. 13-19 remains the same.

To transmit special procedures, updated to reflect regulatory and organizational changes in the H-2A Program, for employers who apply to the Department of Labor (Department) to obtain labor certifications to hire temporary agricultural foreign workers in occupations involved in the open range production of livestock in the United States.

To transmit special procedures, as updated to reflect regulatory and administrative changes in the H-2A Program, for employers who apply to the Department of Labor (Department) to obtain labor certifications to hire temporary agricultural foreign workers to perform sheepherding and/or goatherding activities.

To establish special procedures for itinerant commercial beekeeper employers who apply to the Department of Labor (Department) to obtain labor certifications to hire temporary agricultural foreign workers to perform work in the United States.

To transmit special procedures, updated to reflect regulatory and organization changes in the H-2A Program, for multi-state custom combine owners/operators (including Canadian) who apply to the Department of Labor (Department) to obtain labor certifications to hire temporary agricultural foreign workers as crew members to perform work in the United States.

To provide final PY 2011 funding allotments for the Supplemental Youth Services Program (SYSP) and Comprehensive Service Program (CSP).

To provide states guidance on determining the availability of suitable employment prior to the approval of training under the TAA Program's Final Rule. This determination will assist trade-affected workers' reemployment as soon as possible following a separation.

To communicate expectations about integrity and transparency in decisions made by state and local workforce investment boards and officials, and requirements regarding conflict of interest.

This Training and Employment Guidance Letter (TEGL), Change 1 provides current SCSEP national grantees with revised allocations for Program Year (PY) 2020, and provides a two-month extension for operations for current national grantees to allow the transition to grants that will be awarded under the SCSEP Funding Announcement.

To provide states the table of weights for use in calculating Program Year (PY) 2010 Workforce Investment Act customer satisfaction results (See Attachment A). This action will enable states to continue to fulfill statutorily required obligations to collect data and measure customer satisfaction.
