The intent of this guidance is to further clarify and consolidate changes to the performance reporting requirements for the American Recovery and Reinvestment Act of 2009. As such, this document replaces Training and Employment Guidance Letter (TEGL) 24-08, issued May 21, 2009.

This guidance provides states and outlying areas with revised allotment levels for WIOA Title I Adult, DW, Youth, and Wagner-Peyser Act ES PY 2018 funds. This Change 2 to Training and Employment Guidance Letter (TEGL) 16-17 restores PY 2018 appropriated funding set aside for program integrity purposes.

To provide INA grantees with Comprehensive Services Program (CSP) and Supplemental Youth Services Program (SYSP) funding allotments for PY 2019 for the Workforce Innovation and Opportunity Act (WIOA), Section 166 programs, and to notify grantees of the required submission of Standard Form (SF) 424 – Application for Federal Assistance, SF 424A – Budget Information (Non-Construction Programs), and Budget Narrative. This Training and Employment Guidance Letter (TEGL) also provides guidance on high carry-in of funding at the end of PY 2018.

This Training and Employment Guidance Letter (TEGL) provides SCSEP state, territorial, and national grantees with revised allocations, and the process and procedures for modifying their original PY 2018 grant submissions.

To request Area of Substantial Unemployment (ASU) designations in each state as defined in the WIA in order to allot funds under the Act for the period beginning July 1, 2011.

To provide guidance to State Workforce Agencies regarding FY 2019 annual grant allocations for foreign labor certification activities.

To alert Employment and Training Administration (ETA) grantees of multiple changes to CFDA numbers for existing ETA programs beginning in Program Year (PY) 2010.

This Training and Employment Guidance (TEGL) 01-18, Change 1 provides the National Farmworker Jobs Program (NFJP) grantees with revised program year (PY) 2018 allocations.

To provide guidance to the states about the content of the WIA Annual Report narrative and the procedures for submission of the report to the Employment and Training Administration (ETA).

To revise and replace Training and Employment Guidance Letter (TEGL) No. 04-14 which formalized TAADI as a required component of quarterly reporting submitted by State Workforce Agencies or agencies designated by Governors as "Cooperating State Agencies" ("states") and established procedures for corrective action by the Department of Labor (Department) in the event of non-compliance. This revision will align TAADI with use of the Participant Individual Record Layout (PIRL) for reporting and will incorporate recent measure changes.
