To provide guidance to states on performance reporting on ETPs. Under WIOA, all states must collect and report performance information on all individuals and WIOA title I core program participants (of Adult, Dislocated Worker, and Youth programs) served by each program of study on the state list of Eligible Training Providers (ETP list). The requirements for ETP reporting can be found at WIOA section 116(d)(4) and 116(d)(6)(B) and in the WIOA Joint and Department of Labor (DOL)-only final rules at 20 CFR 677.230 and 20 CFR 680.490.

The purpose of this Training and Employment Guidance Letter (TEGL) is to provide information to assist and support those agencies and other grantees that receive funds from the Department to operate qualified job training programs in the implementation of the Priority of Service for Veterans and Eligible Spouses Final Rule. This joint guidance is being issued concurrently by the Employment and Training Administration (ETA) and the Veterans’ Employment and Training Service (VETS). Veterans’ Program Letter 07-09 is the VETS guidance that corresponds to this TEGL.

To describe how the Employment and Training Administration (ETA) interprets the statutory and regulatory requirements of the National Dislocated Worker Grant Program's disaster grants (Disaster Recovery DWGs) as they apply to the unique challenges of the opioid crisis. Under this guidance, eligible applicants can obtain Disaster Recovery DWGs to create disaster-relief employment as well as to provide employment and training activities, including supportive services, to address economic and workforce impacts related to widespread opioid use, addiction, and overdose.

This Training and Employment Guidance Letter (TEGL) corrects the expenditure timeframe to allow state workforce agencies (SWA) to use the Fiscal Year (FY) 2018 funding allocations for Work Opportunity Tax Credit (WOTC) activities through December 31, 2019.

The report is due annually on December 1, or the first business day thereafter should that date fall on a weekend. The PY 2017 report is due December 3, 2018.

To provide a correction to the formula for calculating Reemployment Trade Adjustment Assistance (RTAA) payments and to respond to questions from State Workforce Agencies (SWAs) about administration of Trade Readjustment Allowances (TRA) and RTAA under the new Trade Adjustment Assistance (TAA) program, as amended in 2009.

To provide INA grantees with Comprehensive Services Program (CSP) and Supplemental Youth Services Program (SYSP) funding allotments for PY 2018 for the Workforce Innovation and Opportunity Act (WIOA), Section 166 programs, and to notify grantees of the required revisions to their Standard Form (SF) 424 – Application for Federal Assistance, SF 424A – Budget Information (Non-Construction Programs), and Budget Narrative. This TEGL also provides guidance on high carry-in of funding at the end of PY 2018.
