To transmit to States and outlying areas estimated funding levels for WIOA Title I Youth, Adult, and Dislocated Worker program allotments for PY 2018.

This guidance letter provides the procedures states should follow to apply for WIA Section 503 Incentive Grants and reminds states of the authorized use of these grant funds.

To inform states of the guidelines for negotiating WIA Title 1B program performance and performance levels for Wagner-Peyser Act funded activities for PY 2014. Once performance goals are agreed upon by the state and the Employment and Training Administration (ETA), they will be incorporated into the state's Strategic Plan. This Training and Employment Guidance Letter (TEGL) also announces that ETA will require that all states negotiate performance goals for credential outcomes beginning in PY 2015. Prior to 2015, ETA will work with states to modify the terms of approved common measure waivers. Currently, states are required to report on credentials in their quarterly Workforce Investment Act Standardized Record Data (WIASRD) submissions regardless of whether or not they have a common measure waiver.

To advise states that disadvantaged Youth and Adult data for use in the WIOA Youth and Adult within-state allocation formulas is available on the ETA website and that states should use this data in their PY 2018 and future within-state allocation formulas.

To provide guidance for the funding and management of the FY 2018 annual grant allocations in order to perform FLC program activities.

This guidance provides states and outlying areas with revised allotment levels for WIOA Title I Adult, Dislocated Worker, and Youth Activities programs; and the Wagner-Peyser Act ES program for PY 2017. Change 1 to Training and Employment Guidance Letter (TEGL) No. 27-16 indicated a 0.6791 percent reduction to the WIOA Adult and Dislocated Worker levels for PY 2017. Change 2 restores funding to the originally allotted levels. Change 2 also restores the 0.5 percent of PY 2017 appropriated funding set aside for program integrity purposes from the WIOA Title I Adult, Dislocated Worker, and Youth programs, as well as the Wagner-Peyser Act ES program.

To provide information to states and outlying areas on WIOA Title I Adult, Dislocated Worker and Youth Activities program allotments for PY 2018; final allotments for PY 2018 for the Wagner-Peyser ES Program, as required by section 6(b)(5) of the Wagner-Peyser Act, as amended; and the allotments of Workforce Information Grants to states for PY 2018.

This Training and Employment Guidance (TEGL) 29-16, Change 1 provides the National Farmworker Jobs Program (NFJP) grantees with revised program year (PY) 2017 allocations.

This Training and Employment Guidance Letter (TEGL) provides current SCSEP state, territorial, and national grantees with the application instructions, allocations, and the process and procedures for the PY 2018 grant submission.
