This guidance provides states with revised allotment levels for WIOA Adult and Dislocated Worker FY 2018 funds, which became available to states on October 1, 2017. This Change 1 to TEGL 27-16 revises the funding available to states in October 2017 to reflect the 0.6791 percent reduction enacted in the short-term Continuing Appropriations Act for FY 2018 and corrects the amounts for Youth and Adult small state minimum allotments.

The purpose of this Training and Employment Guidance Letter (TEGL) is to transmit guidelines to State Workforce Agencies (SWAs) on the preparation and submission of the AOP, and to designate the significant MSFW states, the significant MSFW local offices, and the bilingual local offices for PY 2014

To revise the due dates specified for the Statewide long-term projections, the Workforce Information Database (WIDb), and the WIGS 2017 Statewide Economic and Annual Report in both the TEGL and Attachment 1. The references to the due dates for these deliverables are corrected as follows:

1. The Statewide long-term projections due date is corrected by replacing "No 10-year Projections are due in 2018" with "10-year Projections are due one week following June 29, 2018" (TEGL, pg. 4);
2. The Workforce Information Database (WIDb) due date is corrected by replacing "January 8, 2018" with "June 30, 2018" (TEGL, pg. 4);
3. The (WIGS) 2017 Statewide Economic and Annual Report due date is corrected by replacing "September 30, 2018" with "October 1, 2018" (TEGL, pg. 5);
4. The Workforce Information Database (WIDb) due date is corrected by replacing "Within 180 days from the release of a new database version" with "June 30, 2018" (Attachment 1, pg. 3);
5. The Statewide long-term industry and occupational projections (10-year projections) due date is corrected by replacing "One week following June 30, 2017" with "One week following June 29, 2018" (Attachment 1, pg. 3); and
6. The Annual and Economic Analysis Report due date is corrected by replacing "September 30, 2018" with "October 1, 2018" (Attachment 1, pg. 4).

To provide instructions for National Farmworker Jobs Program (NFJP) employment and training grantees for preparing and submitting grant plans for Program Year (PY) 2014, and to convey the grant allocations for the program year.

The U.S. Department of Labor (DOL) requires the reporting of performance data, in accordance with Workforce Investment Act of 1998 (WIA) performance accountability provisions, for individuals served and exited prior to July 1, 2016, who were not previously reported for Program Year (PY) 2015.

To provide instructions for National Farmworker Jobs Program (NFJP) housing grantees for preparing and submitting grant plans for Program Year (PY) 2014, and to convey the grant allocations for the program year.

To respond to questions from state workforce agencies and state workforce liaisons related to the October 2013 Federal government lapse in appropriations, or “shutdown,” and administrative funding for relevant programs pursuant to the Continuing Appropriations Act, 2014 (Act).

To provide guidance to States, territories, and outlying areas regarding the two-year modification requirements, submission process, and deadline for submitting the two-year modifications for the WIOA Unified and Combined State Plans for Program Years (PYs) 2018 and 2019. States must submit a WIOA Unified or Combined State Plan two-year modification to the U.S. Departments of Labor (DOL) and Education (ED) (collectively, Departments) by March 15, 2018.

To provide SCSEP grantees with information about the statutory exemption of SCSEP wages for purposes of determining income eligibility for Federal housing programs and/or SNAP.

To provide States and outlying areas with WIA Title I Adult, Dislocated Worker and Youth Activities program allotments for PY 2014; final allotments for PY 2014 for the Wagner-Peyser ES Program, as required by section 6(b)(5) of the Wagner-Peyser Act, as amended; and the Workforce Information Grants to States allotments for PY 2014.
