To inform states and grantees of the Employment and Training Administration¿s (ETA) policy on common performance measures for Federal job training and employment programs, including guidelines on program participation and exit. The common measures represent one component in ETA¿s development of a single comprehensive system to collect, record, and report program performance for workforce programs.

To transmit revised performance standards model adjustment worksheets for Program Years (PY) 1998 and 1999 pertaining to the Job Training Partnership Act (JTPA) Titles II-A, II-C, III, and Section 204(d).

To provide States with information regarding the enactment of a technical amendment changing the eligibility requirements for noncustodial parents under the 70 percent targeted portion of Welfare-to-Work (WtW) programs.

To inform the state and local workforce investment system of the policies and priorities that will govern the award and use of the Secretary's discretionary National Emergency Grant (NEG) Dislocated Worker funds, pursuant to the Workforce Investment Act (WIA), Title I, Section 173, as amended.

To provide adjusted funding levels for Program Year (PY) 2003 allotments for the Dislocated Worker program under WIA Title I Section 132(c) through the recapture and reallotment mechanism.

To provide procedural guidance to State Workforce Agencies (SWAs) on processing of requests for certification under the Work Opportunity Tax Credit (WOTC) and Welfare-to-Work Tax Credit (WtWTC) after these tax credits expired on December 31, 2003. This guidance covers the period January 1 - September 30, 2004. If the WOTC and WtWTC program has not been reauthorized by September 30, 2004, additional guidance will be issued.

To provide states and grantees of the Employment and Training Administration (ETA) policy and procedures relating to program termination, transition of participants and closeout pursuant to the rescission of the Welfare-to-Work (WtW) State formula program funded in Fiscal Year 1999 under Section 403(a)(5)(H)(i)(II) of the Social Security Act. A list of the applicable grants (30) and their expiration dates prior to the rescission is provided in Attachment B.

To provide information to States and outlying areas on WIOA Title I Adult, Dislocated Worker and Youth Activities program allotments for PY 2017; final allotments for PY 2017 for the Wagner-Peyser ES Program, as required by section 6(b)(5) of the Wagner-Peyser Act, as amended; and the allotments of Workforce Information Grants to States for PY 2017.

To correct and change the word "infrastructure" to "additional" in the last full sentence of the third bullet on page 37 of Attachment II. The statement should read, "MOUs can also consider how SCSEP will consider SCSEP participants' community service hours as an in-kind contribution for purposes of SCSEP's contribution towards additional costs;" not infrastructure costs. Everything else remains the same. TEGL 17-16 provides additional clarification on infrastructure funding and additional costs that are shared by one-stop partners in the one-stop local delivery system.
