To announce the nine pilot sites that will receive a grant award under the Performance Partnership Pilot (P3) authority.

To announce the availability of a Rapid Response Self-Assessment Tool that allows states to examine various elements of their Rapid Response systems, assess performance, take an inventory of Rapid Response service delivery, and identify areas for self-improvement.

There are three main purposes of this TEN.

• To share key global attributes of a successful Rapid Response system, building upon the 10 elements of the Rapid Response Self-Assessment Tool.
• To support continuous improvement on the part of Rapid Response teams and practitioners in concert with technical support and sharing of best practices.
• To ensure that all state and local leaders understand the full array of strategies and activities that can be carried out by Rapid Response units. 

To announce the availability of a technical assistance resource, the revised Career Pathways Toolkit: A Guide for System Development, for States, local areas, and tribal entities developing career pathway systems.

To request nominations for consideration by the Secretary of Labor, Thomas E. Perez, for appointment to fill the expiring terms of membership on the Native American Employment and Training Council (Council) by the Workforce Innovation and Opportunity Act (WIOA) Section 166 grantees.

To correct the first full sentence on page 2; to change the expiration date for the appointment of the 12 members to April 2, 2016; and to make a correction to the Region IV nominations to include Oklahoma (OK). Everything else remains the same.

To ensure states are aware of the revised Schedule of Remuneration for the UCX program that reflects the military pay increase effective January 1, 2016.

To expand apprenticeships across the country by announcing ApprenticeshipUSA and launching related promotional and technical assistance resources for starting and enhancing Registered Apprenticeship Programs.

To announce the 2016 National BTQ Review that will be held the week of May 16-20, 2016, at the Frances Perkins Building, 200 Constitution Avenue NW, Washington, D.C., and request that Administrators from selected states ensure that two of their BTQ experts attend.

To announce the 2016 Unemployment Insurance (UI) Interstate Benefits and Federal Programs (IBFP) Training Conference scheduled to be held March 14-16, 2016, in Tucson, Arizona, and encourage state administrators to send their Interstate/Federal Program Coordinators and Interstate Connection (ICON) programmer(s) to the conference.
