This Training and Employment Guidance Letter (TEGL) identifies populations eligible to receive services provided by Disabled Veterans' Outreach Program (DVOP) specialists using a case management approach in addition to the populations listed in TEGL 19-13 (issued April 10, 2014).

The WIA Youth Formula Program provides funds to state and local areas to serve low-income youth ages 14 to 21 who face barriers to employment. The purpose of this notice is two-fold: to provide examples of strategies that may prove useful for WIA programs that serve court-involved youth and youth at-risk of offending, and to offer points to keep in mind in designing and operating programs for this population.

To encourage the public workforce system to partner with TANF agencies in their efforts to promote subsidized employment opportunities allowable under the American Recovery and Reinvestment Act’s (ARRA) TANF Contingency funding for the creation and expansion of subsidized summer employment for low-income youth. To also encourage co-enrollment of youth in TANF and appropriate WIA programs so individuals can benefit from WIA services such as supportive services, occupational skills training, and other relevant services.

To assist State Workforce Agencies or agencies designated by Governors as "Cooperating State Agencies" (also jointly referred to as "states") by identifying the FY 2019 Initial Allocation of TaOA funding amounts to states; describing the formula methodology used by the Department of Labor (Department) to calculate these amounts; and providing the process for states to request TAA Program reserve funds for TaOA. TaOA includes training, job search allowances, relocation allowances, employment and case management services, and related state administration.
