To advise the State agencies of the United States Supreme Court's decision in the Employment Division, Department of Human Resources of Oregon v. Smith, decided on April 17, 1990.

To forward the names, addresses, and telephone numbers of SESA Interstate Program Coordinators.

To provide State employment security agencies (SESAs) with the Table of Random Numbers to be used during calendar year (CY) 1991 when selecting the Quality Control (QC) sample cases.

To transmit AWBA for major disasters that occur during the first quarter of FY 1991 (October 1 thru December 31, 1990).

To provide updated procedural requirements for the preparation of requests for Title XII advances or voluntary repayments submitted by States. This directive replaces UIPL 48-86 dated July 11, 1986.

To provide preliminary information on the Unemployment Insurance Service's National Meeting for Unemployment Insurance Appeals Management Staff and on the Annual Conference of the National Association of Unemployment Insurance Appellate Boards (NAUIAB). Both of these meetings will be in Detroit, Michigan during the week beginning June 5, 1994.

To transmit a checklist of UIPLs as of October 31, 1990.

To provide State Employment Security Agencies (SESA) with information on new special salary rates for some Federal Civilian employees to assist SESA personnel in completing UCFE Form ES-935, Claimant Statement of Federal Civilian Service.

To inform the State Employment Security Agencies (SESAs) of the changes to the Drug-Free Workplace regulatory requirements resulting from the Drug-Free Workplace Requirements; Notice and Final Rule, published May 25, 1990, in the Federal Register.
