To provide State Workforce Agencies (SWAs) with guidelines and key dates for the completion of CY 2011 UI BAM paid and denied claims sample cases and the publication of CY 2011 BAM data.

To provide:

1. Preliminary FY 2017 dollars and staff year base resource planning targets for UI operations to be used in planning and developing State Quality Service Plans (SQSP);
2. General guidelines for FY 2017 resource planning; and
3. An explanation of how the U.S. Department of Labor (Department) allocates base resources among states.

To provide information on the availability of a UI Claimant and Employer Messaging Toolkit (Toolkit) containing products and tools designed for use by state UI agencies, and remind states that accepted Fiscal Year (FY) 2011 supplemental funding of the requirement, as a condition of the supplemental funding opportunity for UI integrity (see Unemployment Insurance Program Letter (UIPL) No. 26-11), to incorporate at least one product or tool from the Toolkit into their statewide messaging campaign.

To transmit the subject computation for State Workforce Agency usage in computing minimum weekly DUA amounts for all major disasters declared during the first quarter of Fiscal Year (FY) 2017.

To transmit the subject computation for State Workforce Agency usage in computing minimum weekly DUA amounts for all major disasters declared during the third quarter of Fiscal Year (FY) 2012.

To provide guidance to states on how to apply for, and the requirements for approval of, demonstration projects provided in Title II of the Middle Class Tax Relief and Job Creation Act of 2012, which is officially named the Extended Benefits, Reemployment, and Program Integrity Improvement Act.

To advise State Workforce Agencies (SWAs) about their responsibilities related to the HCTC program for Calendar Year (CY) 2016; provide guidance regarding state data transmittals of eligible TAA and ATAA/RTAA recipients to the Internal Revenue Service (IRS) for HCTC purposes for CY 2017; and to announce an opportunity for SWAs to request funding to support the costs associated with the reinstatement of the advance credit option of the HCTC program.

To strongly encourage states to both promote volunteerism in their communities, and interpret state law to not disqualify individuals from receipt of Unemployment Compensation (UC) as a result of volunteer activities.

To provide additional instructions for circumstances under which a state may waive recovery of overpayments under the CARES Act Unemployment Compensation (UC) programs, including elaborating on the criteria for waiving recovery of overpayments where an individual is without fault on an individual, case-by-case basis and expanding the existing limited scenarios for permissible use of "blanket waivers," and to remind states that recovery activities for fraudulent overpayments may never be waived. This Unemployment Insurance Program Letter (UIPL) also describes the required collection activities for overpayments under the CARES Act UC programs which are not eligible for a waiver of recovery.

To notify states that the deadline for expressing interest in the grant opportunity announced in UIPL No. 2-22 is extended to September 30, 2022.
