To respond to questions asked by state workforce agencies during a webinar held on April 6, 2015, about the RESEA program.

To notify State Workforce Agencies of the availability of Fiscal Year (FY) 2011 funds for activities, including technology-based activities, that will support the prevention, detection, and collection of improper UI benefit payments, improve state performance, and address outdated Information Technology (IT) system infrastructures necessary to improve UI program integrity.

To notify states of the availability of FY 2015 UI funds to address worker misclassification within the federal-state UI program and provide guidance to states on how to apply for these funds.

To notify State Workforce Agencies of the new Employment and Training Administration (ETA) Form 9165 for required reporting of quarterly progress and implementation updates for UI SBR grants.

To transmit a revision of the Benefits portion of the UI DV Handbook, Employment and Training (ET) Handbook No. 361.

To provide guidance to state workforce agencies (state UI agencies) responsible for administration of the Federal-State Unemployment Insurance (UI) programs on implementation of the provisions of the Workforce Innovation and Opportunity Act (WIOA) related to UI programs, beginning July 1, 2015, and to: 1) recommend that state UI agencies begin (if they have not already) working with other workforce partners to develop strategies to implement WIOA; and 2) encourage states, as they develop strategies for WIOA implementation, to consider how to most effectively leverage Federal-State UI programs. As referenced in this guidance, "UI programs" include: the state's Worker Profiling and Reemployment Services (WPRS) program, Trade Readjustment Allowances (TRA) under the Trade Adjustment Assistance (TAA) program, the state's Reemployment Services and Eligibility Assessment (RESEA) program (replacing the UI Reemployment and Eligibility Assessment (UI REA) program), the state's Self Employment Assistance (SEA) program, and the state's Short-Time Compensation (STC) program, if the state operates an STC program.

The purpose of this Unemployment Insurance Program Letter (UIPL) is to provide states access to the Federal Emergency Management Agency (FEMA) guidance about the LWA program, which may be found at https://www.fema.gov/disasters/coronavirus/governments/supplemental-payments-lost-wages. With regard to Question 11 in the attachment to UIPL 27-20, Change 1, this UIPL provides a correction to and supersedes UIPL 27-20, Change 1.

To provide corrected Attachments I and II to Fiscal Year (FY) 2021 State Workforce Agency Unemployment Insurance (UI) Resource Planning Targets and Guidelines.

To inform states that a large number of temporary Federal employees are expected to be separating from the U.S. Department of Commerce, Bureau of the Census, and Decennial Census due to the completion of the 2020 Census.

To transmit the subject computation for State Workforce Agency usage in computing minimum weekly DUA amounts for all major disasters declared from January 1 – March 31, 2021, (second quarter of Fiscal Year (FY) 2021).
