To revise: (a) the ETA 581 Contribution Operations report, (b) Employment and Training (ET) Handbook No. 401, Unemployment Insurance Reports (UIR) Handbook – 4th Edition, and (c) ET Handbook No. 402, UIR User Manual – 5th Edition. The revisions are needed in order to change the following reporting requirements on the ETA 581 Contribution Operations report: (a) delete the items for reporting the number of outstanding contribution reports and estimated contributions for prior quarters; (b) add items for reporting State Unemployment Tax Act (SUTA) dumping detection activities; and (c) include all unreported employees when reporting misclassified employees discovered from audits.

To provide states information about preliminary FY 2020 UI State Administration base resource planning targets, general guidelines for resource planning, and an explanation of how the U.S. Department of Labor (Department) allocates base resources among the states.

To provide sequestration rules for FY 2020 to State Workforce Agencies (SWAs) that apply to mandatory Unemployment Insurance (UI) programs. These rules include the application of sequestration on delayed benefit payments for prior FYs and the resulting administrative costs.

To reemphasize the federal requirements pertaining to monetary eligibility determinations and to establish minimum procedures to protect applicant benefit rights for ABP determinations.
