To ensure State Workforce Agencies are aware of the Federal military retired pay annual cost of living adjustment (COLA) provided by the Department of Defense.

To inform State Workforce Agencies (SWAs) about a revision of the improper payment rate methodology for Unemployment Insurance Performs Core Measures.

To provide additional guidance on the “Nonreduction Rule” under the Federal Additional Compensation (FAC) program.

To provide State Workforce Agencies (SWAs) guidelines and key dates for the completion of IPIA 2015 UI BAM paid and denied claims sample cases and the publication of IPIA 2015 BAM data.

To correct the effective date of the federal military retired pay annual cost of living adjustment (COLA) published in UIPL No. 08-15, "Federal Military Pensions." The correct effective date of the military COLA increases is December 1, 2014.

To notify State Workforce Agencies (SWAs) of the availability of Fiscal Year (FY) 2010 funds for technology-based infrastructure investments that support integrity-related activities designed to prevent, detect, and collect UI overpayments.

To provide information to states about FY 2015 UI State Administration base resource allocations, general guidelines for resource planning, above-base funding, and SBRs.

To notify State Workforce Agencies (SWAs) of the availability of fiscal year (FY) 2010 UI funds for automation acquisitions that will allow states to implement technological improvements to better serve UI beneficiaries and employers, to accommodate large increases in UI workloads, and to improve program performance.

1. To provide preliminary FY 2011 dollar and staff year base resource planning targets for UI operations to be used in planning and developing State Quality Service Plans;
2. To provide general guidelines for FY 2011 resource planning; and
3. To explain how base resources were allocated among states.

To (1) inform states of amendments to the procedures to implement a program to recover unemployment compensation (UC) debt under the “Treasury Offset Program” (TOP) as well as provide the most current and accurate information on those procedures; and (2) reiterate the due process requirement for establishing that a debt is recoverable using the TOP.
