This guidance announces the release of new UI DV Module 3 Web-based software that enables states to update and publish their state-specific instructions included in the Module 3 section of the UI DV Handbook, and that provides the means for states to certify to the Department of Labor (DOL) that their instructions are current. This guidance also establishes the timeframe to certify these data annually and indicates how users may establish accounts to use the Module 3 software.

To provide information to states about FY 2019 UI State Administration base resource allocations, general guidelines for resource planning, above-base funding, and SBRs.

To notify State Workforce Agencies (SWAs) of the availability of Fiscal Year (FY) 2014 funds to expand existing UI REA programs, or to implement a new REA program if the state does not currently have one.

To ensure states are aware that the social security survivors and old age retirement annuities and the Federal civilian pensions annual cost-of-living adjustment (COLA) will not be increased for 2010 and to provide the U.S. Office of Personal Management Web site where the COLA information is located.

To ensure states are aware that the Federal military retired pay annual cost of living adjustment (COLA) will not be increased for 2010 and to provide the Department of Defense Web site where the COLA information is located.

To notify states of a supplemental funding opportunity involving fiscal year (FY) 2014 unemployment insurance (UI) State Administration funds to address worker misclassification within the federal-state UI program and to provide guidance on how states can submit funding requests.

To provide:

a. Preliminary FY 2015 dollar and staff year base resource planning targets for UI operations to be used in planning and developing State Quality Service Plans (SQSP);

b. General guidelines for FY 2015 resource planning; and

c. An explanation of how the Department of Labor (Department) allocates base resources among states.

To provide State Workforce Agencies (SWAs) guidelines and key dates for the completion of IPIA 2014 UI BAM paid and denied claims sample cases and the publication of IPIA 2014 BAM data.

To provide State Workforce Agencies (SWAs) with additional information on the National Institute of Standards and Technology (NIST) IT security guidelines.

To initiate the SQSP process, provide supplemental instructions, and define additional requirements for the FY 2015 SQSP.
