This advisory contains instructions for updating the ET Handbook No. 395, 4th Edition, on BAM Paid Claims Accuracy (PCA) and Denied Claims Accuracy (DCA) programs.

To advise states that Unemployment Insurance Program Letter (UIPL) 09-98 expresses the Department’s position concerning the application of state-wide personnel actions such as hiring freezes, shutdowns, and furloughs to the unemployment insurance (UI) program.

To invite state workforce agencies to submit proposals for a grant to continue or to implement a UI REA program, and to provide guidelines for FY 2013 UI REA grants.

To provide additional guidance to states concerning unemployment compensation (UC) modernization incentive payments, the recent special administrative transfers, and to correct guidance related to relief from interest on advances to state unemployment funds.

To provide corrected information on the 2009 cost-of-living adjustment (COLA) increases in social security survivors and old age retirement annuities and Federal civilian pensions and to rescind Unemployment Insurance Program Letter (UIPL) No. 8-09.

To advise states that recent changes restrict the use of and access to Social Security Numbers (SSNs) in the unemployment insurance (UI) program.

To transmit the subject computation for State Workforce Agency usage in computing minimum weekly DUA amounts for all major disasters declared during the third quarter of Fiscal Year (FY) 2009.

To provide State Workforce Agencies (SWAs) with advance notice of distribution of new Sun Server T2000 computer systems.

To advise states of the amended definition of an “eligible TAA recipient” for purposes of the HCTC administered by the Internal Revenue Service (IRS).
