To provide guidance and planning information to states, local workforce areas, and other recipients of Workforce Investment Act (WIA) Title I youth formula funds on the activities associated with the implementation of WIOA.

To assist the State Workforce Agencies designated by the Governors as “cooperating state agencies” (CSAs) for administration of the Trade Adjustment Assistance (TAA) program in implementing the funding and merit staffing of state administration provisions of the new regulations at 20 CFR Part 618, published on April 2, 2010 (75 Fed. Reg. 16988 - 17002).

This Training and Employment Guidance Letter (TEGL) aligns and streamlines performance indicators and requirements across 15 DOL Employment and Training Administration (ETA) programs to the Workforce Innovation and Opportunity Act (WIOA) performance indicators, while also rescinding and eliminating outdated performance guidance for these programs in addition to clarifying existing ETA performance accountability policies that changed due to WIOA.

To announce the availability of up to $5 million for Fidelity Bonding Demonstration Grants for Program Year 2018. These grants will enable states to expand their use of fidelity bonds to help persons with criminal records, including ex-offenders recovering from opioid and other drug addictions, obtain employment.

To clarify the use of YouthBuild funds expended under the Program Year (PY) 2007 grant awards, PY 2008 grant awards, and PY 2009 grant awards.

To provide instructions for National Farmworker Jobs Program (NFJP) grantees for preparing and submitting program plans for Program Year (PY) 2015, establishing PY 2015 performance goals, and to convey the grant fund allocations for the program year.

To provide states with the amounts and formula methodology used in developing the FY 2010 second distribution.

To provide SCSEP grantees with application instructions, procedures, and allotments for PY 2015 funds, beginning July 1, 2015.

To announce the grant application process and to transmit guidance for the development, management, and delivery of state LMI/WI core and special information services to state and local workforce investment boards (WIBs), One-Stop Career Centers, and the job-seeking public.

To provide information to states and outlying areas on WIOA Title I Adult, Dislocated Worker and Youth Activities program allotments for PY 2019; final PY 2019 allotments for the Wagner-Peyser Act ES Program, as required by section 6(b)(5) of the Wagner-Peyser Act, as amended; and the allotments of Workforce Information Grants to states for PY 2019.
