To provide the State Workforce Agencies (SWAs) information on the nomination extension process for EZs, and the date when SWAs can start processing certification requests for the two target groups, which require its members to reside in EZs.

To inform the workforce system of the mandatory requirement for sub-recipients, i.e., any first-tier subcontract or sub-award funded in whole or in part under the American Recovery and Reinvestment Act of 2009 (Recovery Act), to obtain a DUNS number www.dnb.com. Any such sub-recipient must also establish and maintain active and current profiles in the CCR at www.ccr.gov.

To announce the grant application process and to transmit guidance for the development and management of the PY 2009 Workforce Information Grants to States.

To provide guidance to the states regarding the content of the WIA Annual Report Narrative including: the procedures for submission of the report to the Employment and Training Administration (ETA); acceptable approaches to fulfilling the customer satisfaction requirements for PY 2012 and PY 2013; and narrative about strategies for serving veterans (as referenced in section 4, part F). The WIA Annual Report Narrative is due on Friday, November 15, 2013.

(1) To advise states of two important clarifications about Pell Grant eligibility requirements, (2) to encourage states to use procedures that inform Unemployment Insurance (UI) beneficiaries before enrollment whether training is considered by the state as UI Approved Training, and (3) to remind states that determinations made on UI Approved Training requests may be reported as “countable” non-monetary determinations for workload purposes.

To assist State Workforce Agencies or agencies designated by Governors as “Cooperating State Agencies” (CSAs or “states”) to implement the sunset provisions to the Trade Adjustment Assistance Extension Act of 2011 (TAAEA or the 2011 Amendments) by providing operating instructions to apply to adversely affected workers covered by petitions filed on or after January 1, 2014, and identifying prior guidance that CSAs must continue to follow.

To provide initial guidance on the information necessary to effectively implement the reporting requirements included in Section 1512 of the American Recovery and Reinvestment Act of 2009 (Recovery Act).

To provide information and procedural guidance to State Workforce Agencies (SWAs) for receiving and handling requests for certification under the WOTC program, for all target groups, after the December 31, 2013, expiration date.

To announce the availability of up to $35 million, for Dislocated Worker Opportunity Grants (DW Opportunity Grants) for Program Year 2016, with awards based on an applicant's share of the Civilian Labor Force and unemployment. These grants will enable eligible applicants to serve dislocated workers with career services and training to help them identify and be more competitive for opportunities in growing or high-demand occupations and industries. Goals of these DW Opportunity Grants are to:

a.  Expand opportunities for Dislocated Workers to upgrade skills that lead to employment or industry-recognized credentials in growing or high-demand industries and occupations; and

b.  Address the skill gaps in a state or local area that have been identified by employers in growing or high-demand industries.

To clarify policy guidance previously issued to states and national YouthBuild program grantees concerning the Employment and Training Administration’s (ETA) definition of “sequential service strategy” as it pertains to YouthBuild program participants under the Workforce Investment Act (WIA) of 1998. Specifically, this change TEGL clarifies eligibility requirements and how these requirements apply to the sequential service strategy.
