To provide state workforce agencies with guidance on improving the Trade Act programs.

TEGL No. 13-06, Change 1, has four purposes:

• To inform states that May 1, 2007, is the revised deadline for submission of modifications of their State Strategic Plans for Title I of the Workforce Investment Act of 1998 (WIA) and the Wagner-Peyser Act (“the State Plan”) for years three and four of the current five-year planning cycle;
  
  
• To announce an option for states with newly-elected governors to request an additional sixty days to submit their State Plan modifications;
  
  
• To announce an electronic mail address for states to submit inquiries regarding the planning process to the Employment and Training Administration; and
  
  
• To provide additional instructions to states for modifying their State Plans using the unified planning guidance issued on April 12, 2005.

To transmit instructions for implementing the revised ETA-563 Trade Adjustment Assistance (TAA) Quarterly Activities Report.

To answer questions related to the use of Reed Act funds that have arisen since the issuance of Training and Employment Guidance Letter (TEGL) 18-01.

To provide states and outlying areas with WIA Title I Adult, Dislocated Worker and Youth Activities program allotments for Program Year (PY) 2007; final allotments for PY 2007 Employment Service (ES) activities, as required by Section 6(b)(5) of the Wagner-Peyser Act, as amended; and the Consolidated Work Opportunity Tax Credit (WOTC) FY 2007.

To transmit a set of revised Welfare-to-Work (WtW) Questions and Answers (Qs & As) as official policy to the system; provide guidance and clarifying information to WtW grantees regarding the need for the revisions; describe how the Qs & As are organized and can be accessed electronically; and highlight those Qs & As of particular importance.

To announce the availability of Regional Innovation Grants, utilizing limited National Emergency Grant (NEG) funds, to state workforce agencies and local workforce investment boards (WIBs) to initiate comprehensive, sustainable, and integrated regional planning using the Workforce Innovation in Regional Economic Development (WIRED) conceptual framework and principles. The activities from this grant will result in a strategic and transformative regional plan that, when implemented, will counteract the effects of events resulting from an economic shock in a region and will prepare workers and businesses to compete and succeed in a global economy.

To provide State Workforce Agencies (SWAs) guidance on how to count months when verifying AFDC/TANF target group eligibility under the Work Opportunity Tax Credit (WOTC) and the Welfare-to-Work Tax Credits= (WtWTC) Program.

To transmit to the State Workforce Agencies (SWAs) guidance on the availability of relief from the ¿21-day¿ requirement for submitting IRS Form 8850, under the Work Opportunity Tax Credit (WOTC) Program and the Welfare-to-Work Tax Credit (WtWTC).

This guidance letter updates the procedures states should follow to apply for WIA section 503 Incentive Grants.
