The Uniform National Threshold Entered Employment Rate (UNTEER) is a national threshold Veterans’ Entered Employment Rate (VEER) for veterans and other eligible persons served by the Jobs for Veterans State Grants (JVSG) program and the Wagner-Peyser funded Employment Service.
The VEER is Calculated as Follows
- Exiters: the number of veterans and eligible personsi who were not employed at program entry and who exited the program between October 1, 2023 and September 30, 2024.ii
- Entered Employment: of those Exiters, the number who were employed in the first quarter after exit, beginning January 1, 2024 to December 31, 2024.
- VEER: number who Entered Employment divided by the total number of Exiters.
The National VEER for Program Year (PY) 2024 was 54.8 percent; the UNTEER (90 percent of the PY National VEER) was 49.4 percent. States with VEERs of 49.4 percent or higher have met the threshold for the PY 2024 UNTEER.

i As per TEGL 2-13 and 20 CFR Part 1001 Subpart G, the UNTEER defines a "veteran" as specified in 38 U.S.C. 101(2). Under this definition, a veteran is a person who in the active military, naval, or air service, and who was discharged or released under conditions other than dishonorable. "Eligible persons" are those spouses listed in 38 U.S.C. 4101(5).
iiParticipants that exited the program for any of the following reasons are excluded from the Exiter count: 1) incarceration or institutionalization; 2) extended medical treatment that precludes entry into unsubsidized employment or continued participation in the program; 3) deceased; 4) National Guard or other reserve military unit of the armed forces called to active duty for at least 90 days; 5) determined to be ineligible to receive program services.
