This handbook provides consolidated guidance on the detection of forced labor among fishers. The handbook is aimed at both state authorities and at non-state actors directly engaged with fishers or otherwise concerned with labor and human rights in fishing. The Handbook is relevant for fisheries worldwide, but the tools it contains will require adaptation to each country’s legal frameworks and fishing industry characteristics. Part I of the handbook describes the broad legal and conceptual frameworks for understanding the characteristics of forced labor in fishing and Part II provides guidance on how forced labor detection can be integrated into the extant compliance efforts.

This impact report summarizes the impacts of the SAFE Seas project in combatting harmful labor practices and protecting fishers. This training manual was developed within the framework of the International Labor Organization’s (ILO) "Together Against  Child  Labor  in Tunisia" (PROTECTE) project. The  objective  of  this  project  is  to  provide  support  to  the  Tunisian Government  and  key  stakeholders  in  the  implementation  of the  National  Action Plan to Combat Child Labor(PAN-TN). This manual is a technical training tool intended for field workers (labor inspectors, medical labor inspectors,  social  workers, child  protection  officers,  judicial  police officers, social partners  and civil society) working with children at risk of and/or engaged in child labor. This manual should enable field actors to understand the key concepts, normative framework and good practices related to child labor; appreciate the importance of taking child labor into consideration in their areas of work; recognize their role in protecting children from exploitation; and transform the knowledge gained from the training into concrete measures that reduce the prevalence of child labor.

The purpose of this guide is to help Veracruz state and municipal administration officials strengthen the institutional capacity and public policies on the prevention and eradication of child labor, and the protection of adolescents of the legal age to perform labor. This guide is meant to be used as a reference document.
