To advise State Workforce Agencies, or agencies designated by Governors as “Cooperating State Agencies” (CSAs) (also jointly referred to as “states”) of the state distribution amounts of FY 2023 TAA Program TaOA funds. 

This guidance 1) advises states of the availability of disadvantaged Youth and Adult data for use in the WIOA Youth and Adult within-state allocation formulas and, 2) requests that states use this data in their PY 2023 and future within-state allocation formulas.

This Change corrects due dates and deliverable requirements for employment projections in Attachment I to Training and Employment Guidance Letter (TEGL) 20-22: Consolidated Requirements for WIGS (Workforce Information Grants to States) Grantees.

This Training and Employment Guidance Letter (TEGL) informs State Workforce Agencies (SWA), partnering agencies, employers, and other stakeholders of the Office of Management and Budget (OMB) approval of the extension, with revisions, of the Work Opportunity Tax Credit (WOTC) information collection under OMB Control number 1205-0371. Additionally, this TEGL provides clarification on the use of ETA Form 9198, Employer Representative Declaration Form, for employers to authorize a third-party representative to act on their behalf to manage WOTC certification requests.

This guidance clarifies and compares the variety of training and other services available to states and local workforce areas under the Workforce Innovation and Opportunity Act (WIOA) with the goal of improving training outcomes across all populations served, particularly those with barriers to employment and underserved populations. The guidance also addresses operational questions related to implementing certain types of training.

To provide information to outlying areas (American Samoa, Commonwealth of the Northern Mariana Islands, Guam, Republic of Palau, and U.S. Virgin Islands) on submitting a single application for WIOA title I Adult, Dislocated Worker, and Youth Activities program allotments for PY 2023.

To provide program guidance for the development, management, and delivery of workforce and labor market information (WLMI) funded through the Workforce and Labor Market Information Grants to States (WIGS).

To provide guidance for the Department of Labor’s (Department) Fiscal Year (FY)2023 Community Project Funding/Congressionally Directed Spending recipients specified in Appendix I.

To convey National Farmworker Jobs Program (NFJP) grant allotments for Program Year (PY) 2023 and provide instructions for submission of required documents for grant application and performance negotiations for NFJP Career Services and Training grants and Housing grants. Additionally, this guidance includes application instructions for grantees that wish to apply for additional PY 2023 NFJP Youth Grant Funding.

To provide SCSEP state, territorial, and national grantees with the PY 2023 SCSEP allotments and the application instructions for PY 2023 grant submissions.  This Training and Employment Guidance Letter (TEGL) will also provide guidance regarding Minority Report submissions in the Program Narrative for this year.
