To provide states, territories, and outlying areas with guidance for submission of four-year SCSEP Stand-Alone State Plans, including the submission process and deadline for submission. Note that, while this guidance aligns with the Workforce Innovation Opportunity Act (WIOA) guidance in many instances, this TEGL pertains only to states that are submitting a SCSEP Stand-Alone State Plan for PYs 2024-2027. States that are including SCSEP as part of a Combined State Plan for 2024-2027 should refer to Training and Employment Guidance Letter (TEGL) 04-23 that the Employment and Training Administration (ETA) issued on October 31, 2023 for instructions on submission of Combined State Plans.

To announce the availability of $9.5 million to assist SCSEP state and territory grantees with IT implementation and support costs related to the Department of Labor transition and implementation of the new Grantee Performance Management System (GPMS) case management tool. These grants will be funded through SCSEP recaptured funds.

This Change provides clarification/updates to the ETA-9130 financial reporting guidance contained in Training and Employment Guidance Letter (TEGL) No. 16-22.

This Change 1 to Training and Employment Guidance Letter (TEGL) No. 06-23 conveys additional Fiscal Year (FY) 2024 WOTC funding allotments and application requirements for State Workforce Agencies (SWAs), based on funding appropriated through a continuing resolution (CR) through February 2, 2024. The rest of TEGL No. 06-23 remains the same.

To advise and provide clarity to State Workforce Agencies or agencies designated by Governors as “Cooperating State Agencies” (CSAs or “States”) on the ongoing required activities under the TAA Program pending reauthorization.

To provide updated procedural guidance to state workforce agencies (SWA) on the WOTC certification process.  This Change 1 and the materials and forms it discusses supersede the guidance outlined in Training and Employment Guidance Letter (TEGL) No. 16-20, Work Opportunity Tax Credit (WOTC) Procedural Guidance (March 31, 2021).

The purpose of this Training and Employment Guidance Letter (TEGL) is to provide information to the public workforce system and other entities that receive federal financial assistance under Title I of the Workforce Innovation and Opportunity Act (WIOA), as well as education and training programs or activities receiving Department of Labor (DOL) financial assistance, regarding the prohibition on discrimination based on actual or perceived religion, shared ancestry, or ethnic characteristics. 

This Training and Employment Guidance Letter (TEGL) conveys to states the Administration’s priorities, State Plan requirements, submission process, and deadline for WIOA Unified and Combined State Plans (State Plans) for PY 2024 through 2027, consistent with WIOA Sections 102 and 103.

This guidance 1) clarifies the allowable uses of Workforce Innovation and Opportunity Act (WIOA), its successors, and other competitive grant funds for outreach activities; and 2) provides examples of how grantees can use grant funds to effectively and equitably conduct outreach to meet the needs of and better engage businesses and jobseekers.
