Mangala Kuppa

Mangala Kuppa is a seasoned professional with over 25 years of experience in both the public and private sectors. She is a go-getter with a unique skill set that includes in-depth technical expertise, experience with industry best practices, and exceptional leadership and management skills. She oversees the Department's IT portfolio and ensures our technology strategy aligns with the President's Management Agenda priorities. This includes strengthening cybersecurity resilience, advancing digital transformation, modernizing legacy systems, and promoting swift adoption of emerging technologies such as AI and quantum computing. She has served in multiple senior leadership positions and continues to serve as the Chief AI Officer. Her strategic vision and execution have been instrumental in advancing the Department's mission-critical services. She architected the Department's artificial intelligence strategies, established DOL's enterprise data platform, and advanced technological leadership through the adoption of low code/no code solutions.

Heather Calandruccio

Heather Calandruccio is a seasoned administrator with over 20 years of expertise in high-level administrative leadership within the Federal government, specializing in human capital and resource management programs. Currently serving as Chief of Staff for the Office of the Chief Information Officer (OCIO) at the U.S. Department of Labor, Heather is an integral part of the executive management team, providing strategic guidance and recommendations on Enterprise-wide Information Technology initiatives. Previously, she held the position of Associate Director of IT Administration, where she managed executive, administrative, and human resource services for OCIO. With a steadfast commitment to effective governance and leadership, Heather acts as a key advisor to the Chief Information Officer, driving strategic alignment, ensuring the successful execution of priorities, and overseeing complex cross-directorate initiatives and operational activities.

Dennis Papula

Dennis Papula

Dennis M. Papula is a technology executive with more than 20 years of experience leading IT strategy, modernization, and shared services across the federal government. As Deputy Chief Information Officer for Mission Support at the U.S. Department of Labor, he directs the strategy, delivery, and modernization of business systems and digital services that enable mission execution and support across the Department. Prior to joining Labor, he served as the inaugural CIO for the Administration for Strategic Preparedness and Response (ASPR), the HHS component responsible for preparing for and responding to public health emergencies and disasters. Previously, he served as Deputy and Acting CIO at the National Institutes of Health and in senior technology leadership roles at the General Services Administration. He earned a Master of Science from Syracuse University and a Bachelor of Arts from the University of Pittsburgh.

Muhammad Butt

Muhammad Butt

Cybersecurity professional with more than 20 years of experience managing information assurance and information technology across the public and private sectors. As Acting Director of the Cybersecurity Directorate, he leads the Department of Labor's comprehensive cybersecurity program, advancing enterprise-wide governance, resilience, and risk management in alignment with the President's Management Agenda and federal zero-trust architecture initiatives. He directs Federal Information Security Modernization Act (FISMA) implementation, regulatory compliance, risk management, incident response, and security awareness programs. His leadership transformed the Department's cybersecurity governance and policy portfolio, modernizing oversight processes and strengthening alignment with federal standards.

Takiyah (Tia) Golden

Tia Golden

Tia brings more than 26 years of leadership experience spanning the Departments of Education, State, and Defense. Throughout her career, she has led mission support, business operations, financial management, IT modernization, and organizational transformation initiatives that have strengthened organizational performance and advanced agency missions.

She has directed enterprise-wide administrative and technology operations, managed budgets of up to $98 million, and successfully led large-scale workforce, facilities, procurement, and digital modernization efforts that improved efficiency, reduced costs, and enhanced service delivery. Tia's expertise includes strategic planning, enterprise risk management, human capital, and stakeholder engagement, with a proven ability to align mission support services and technology investments with agency priorities and federal requirements. A Six Sigma Black Belt, Tia has consistently delivered measurable operational improvements while fostering collaboration, innovation, and results across complex organizations.

Kevin Smith

Kevin Smith

Kevin Smith brings more than 20 years of experience leading technology, cybersecurity, modernization, and enterprise operations across the federal government and private sector. He has held senior leadership roles at the U.S. Census Bureau, Federal Housing Finance Agency, and U.S. Patent and Trademark Office, including serving as Chief Information Officer, Deputy CIO, and Chief Information Security Officer.

Kevin has led large-scale modernization efforts, strengthened technology investment and acquisition governance, improved cybersecurity and service delivery, and aligned technology, workforce, and financial resources with mission priorities. He has successfully guided complex organizations through transformation while balancing operational demands, risk, customer needs, and long-term strategy. His experience engaging with senior leaders across OMB, Congress, GAO, and other federal organizations has also given him a strong understanding of how to navigate complex federal environments, build consensus, and translate strategic priorities into measurable results. This combination of technology leadership, operational experience, and mission focus positions him well to advance our priorities and support the continued modernization and transformation of Mission Support Systems.

Tim Erskine

Tim Erskine

Tim Erskine is a seasoned IT leader with more than 25 years of experience delivering enterprise-wide solutions in complex business and technical environments. As Director of Mission Support in the U.S. Department of Labor’s Office of the Chief Information Officer, he oversees the development, operations, and maintenance of a broad portfolio of mission- and business-critical systems. He holds Project Management Professional, Information Technology Infrastructure Library, and Six Sigma Green Belt certifications, and recipient of three Secretary’s Exceptional Achievement Awards. He earned a Bachelor of Science in Business Administration from Towson University and an MBA from the University of Maryland.

Scott Hall

Scott Hall

Scott Hall is a federal IT executive with more than 20 years of experience leading enterprise infrastructure, network operations, and technology service delivery at the U.S. Department of Labor. As Director of Enterprise Service Delivery, he leads the Information Technology Operations and services Directorate, overseeing department-wide IT operations and Infrastructure supporting DOL’s workforce programs, enforcement operations, and mission-critical services across the country. His portfolio spans enterprise network services, unified communications, service desk operations, and IT modernization initiatives. Throughout his career at DOL, he has directed large-scale modernization efforts including enterprise communications platform transitions, network infrastructure refresh programs, and data center consolidations, consistently delivering operational improvements while maintaining mission continuity under challenging conditions. He serves as a principal advisor to the Chief Information Officer on operational risk, portfolio management, and enterprise IT strategy.

Aung Htein

Aung Htein is a results-driven IT executive with more than two decades of experience across the public and private sectors, combining deep technical expertise with leadership in enterprise modernization and digital transformation. As Director of Digital Services and Mission Support Systems at the U.S. Department of Labor (DOL), he oversees the development, operations, and modernization of a broad portfolio of business systems and digital services supporting multiple DOL agencies, delivering innovative, mission-focused, customer-centered solutions. He holds an M.S. in Information and Telecommunication Systems from Johns Hopkins University, a post graduate certificate from the Chief Information Officer Institute at Carnegie Mellon University, and undergraduate degrees from Strayer University and George Mason University. He also maintains eight cybersecurity and IT certifications, including Certified Information Systems Security Professional, Information Systems Security Engineering Professional, Certified Information Security Manager, Certified Ethical Hacker, and Certified Cloud Security Professional.

Phani Tangirala

Phani Tangirala is an accomplished technology executive with more than 28 years of public- and private-sector experience, known for deep technical expertise, strategic vision, and people-centered leadership that delivers transformation at scale. As Director for Technology Innovation and Engineering and Artificial Intelligence (AI) in the U.S. Department of Labor’s (DOL) Office of the Chief Information Officer (OCIO), he leads the development, implementation, and operations of enterprise AI and machine learning strategies, policies, and platforms, providing departmentwide leadership to drive AI-enabled modernization and mission outcomes. He also oversees DOL’s AI, data, and enterprise platform ecosystems, advancing responsible, innovative AI adoption. Previously, he served as Deputy Chief Technology Officer and Division Chief for Shared Solutions within TIE, advising OCIO leadership on enterprise IT strategy, modernization priorities, and emerging technology integration. Earlier, he held senior roles in healthcare insurance and biomedical informatics, building high-performing engineering teams and delivering large-scale products, data, and analytics solutions.
