The Office of the Chief Financial Officer (OCFO) leads the Department of Labor’s enterprise-wide efforts to strengthen fiscal integrity, modernize financial operations, and ensure accountability across all programs. As stewards of the Department’s financial management framework, OCFO drives initiatives that safeguard taxpayer resources through enhanced internal controls, continuous monitoring, and robust risk‑management practices. Central to this mission is OCFO’s leadership in detecting, reducing, and mitigating fraud, waste, and abuse, reinforcing the Department’s commitment to payment integrity and responsible stewardship of public funds.

OCFO advances department-wide effectiveness by implementing strong Funds Control measures, overseeing compliance with OMB Circular A‑123, and guiding the work of the Enterprise Risk Management Council. Through innovative data visualization, dashboards, analytics, and technology modernization, including payment modernization efforts and the transition to streamlined digital travel systems, OCFO provides agencies with timely, reliable financial insights that support informed decision‑making.

Together, these programs foster transparent and effective management, strengthen accountability, and promote value‑added financial practices that enhance the Department of Labor’s mission and ensure the highest standards of service to the American public.

OMB Circular A-123: Management's Responsibility for Internal Control

Effective internal controls are necessary for timely and reliable financial management information and fundamental to management accountability. OCFO leads DOL's internal controls review efforts to provide reasonable assurance that the Department's internal controls are in place and operating efficiently and effectively.  Additionally, OCFO supports the work of the Department’s Enterprise Risk Management Council with the Chief Financial Officer serving as a co-chair along with the Deputy Secretary and the Assistant Secretary for Administration and Management. The OCFO Office of Risk Management manages the day-to-day activities of the Enterprise Risk Management initiatives at DOL. A top priority is linking risk to strong internal controls for OCFO and the Department.   

Ensuring Payment Integrity

Eliminating erroneous and improper payments is one of the most important initiatives facing DOL and OCFO. OCFO is engaged in a number of efforts to safeguard American taxpayers from fraud, waste, and abuse: 

  • EO 14249 Protecting America’s Bank Account Against Fraud, Waste, and Abuse

OCFO has been working in coordination with OMB, Treasury, and Fed Reserve to ensure the effective development of the Administration’s government-wide initiative for full pre-payment certification of all DOL payments to efficiently eliminate fraud, waste, and abuse. 

  • EO 14247 Modernizing Payments To and From America’s Bank Account

To defend against financial fraud and improper payments, increase efficiency, reduce costs, and enhance the security of Federal payments, OCFO has led the Department’s efforts to cease issuing paper checks for all Federal disbursements while transitioning to EFT methods, including direct deposit, prepaid card accounts, and other digital payment option. 

  • White House Task Force to Eliminate Fraud led by Vice President Vance

OCFO supports the Acting Secretary and Inspector General by developing appropriate controls that operate before funds are obligated or disbursed to prevent improper payments in Federal benefits programs. 

  • Payment Integrity Information Act

As part of the Department's implementation of payment integrity regulations, OCFO monitors and assesses current programs throughout DOL to ensure that taxpayer money is being spent wisely and effectively. Payment integrity requires that DOL identify programs and activities susceptible to improper payments, develop statistically significant estimates of improper payments, and develop an effective system of controls to ensure payment integrity.

OCFO will continue adapting to new technologies and processes to maintain a robust payment integrity program

  •  Improved Effectiveness and Efficiency of Budget Execution Processes

As agencies receive budget authority, manage resources during a fiscal year, and obligate and expend funds, OCFO is there to support agencies to ensure funds are spent efficiently and effectively. OCFO recently implemented a Funds Control process that provides agencies with strong internal controls 

  • Dashboard and Data Visualization: Transforming Numbers to Insightful Stories

OCFO is constantly creating dashboards to provide increased analysis of various financial data, thereby strengthening management and accountability of financial resources. Whether it is for tie points reporting or grant disbursement monitoring, the dashboards facilitate greater collaboration among stakeholders and allow for improved decision-making with clear, concise data.  Additionally, through quarterly tracking and visualization of measures of milestones, OCFO is strengthening its internal controls through improved monitoring of our key processes. 

  • Strengthening DOL Travel: OCFO’s Departmentwide Modernization & GO.gov Implementation

OCFO leads Departmentwide efforts to improve official travel by managing travel policy, strengthening internal controls, delivering hands‑on training, and providing technical assistance to travelers and approvers. In partnership with GSA, OCFO is driving the transition to the new GO.gov travel system, modernizing booking and expense operations, reducing manual processes, and creating a more efficient, consistent travel experience across DOL.
