The Workforce Recruitment Program (WRP) connects federal employers with students and recent graduates with disabilities who can be hired into temporary, term, or permanent positions using the Schedule A Hiring Authority, 5 CFR 213.3102(u), an excepted service hiring authority. As part of the WRP application process, WRP staff review candidate Schedule A documentation and transcripts to confirm program eligibility.

Federal agencies can hire these qualified individuals with disabilities without posting a job announcement or going through the traditional competitive process. Once the WRP candidate is identified, the disability program manager, selective placement program coordinator, or processing human resources official can request that the candidate provide the Schedule A letter or proof of disability documentation as a necessary part of the hiring process.
