This Change 2 to Training and Employment Guidance Letter (TEGL) No. 06-23 conveys the remaining balance for Fiscal Year (FY) 2024 WOTC funding allotments and explains application requirements for State Workforce Agencies (SWAs) based on appropriated funding.  Additionally, this Change 2 TEGL announces 13 states selected to receive additional FY 2024 backlog award funding and provides instructions to those states on how to proceed.  The rest of TEGL No. 06-23 remains the same.  

To provide information to states and outlying areas on WIOA Title I Adult, Dislocated Worker, and Youth Activities program allotments for PY 2024; PY 2024 allotments for the Wagner-Peyser Act ES Program, as required by section 6(b)(5) of the Wagner-Peyser Act, as amended; and the allotments of Workforce Information Grants to states for PY 2024.

To provide updated guidance to State Workforce Agencies (SWAs) regarding foreign labor certification activities, and announce the allotments for FY 2024 foreign labor certification grants.

This Change 1 corrects the Fiscal Year (FY) 2024 state formula allocations in Attachment I for the Reemployment Services and Eligibility Assessments (RESEA) program.

To provide guidelines for the FY 2024 UI RESEA grants and to invite State Workforce Agencies to submit a RESEA State Plan.

The purpose of this guidance is to provide grant recipients direction in developing policies, procedures, and practices that reduce unnecessary administrative barriers to serving customers seeking employment and training services.

To provide states, territories, and outlying areas with guidance for submission of four-year SCSEP Stand-Alone State Plans, including the submission process and deadline for submission. Note that, while this guidance aligns with the Workforce Innovation Opportunity Act (WIOA) guidance in many instances, this TEGL pertains only to states that are submitting a SCSEP Stand-Alone State Plan for PYs 2024-2027. States that are including SCSEP as part of a Combined State Plan for 2024-2027 should refer to Training and Employment Guidance Letter (TEGL) 04-23 that the Employment and Training Administration (ETA) issued on October 31, 2023 for instructions on submission of Combined State Plans.

To announce the availability of $9.5 million to assist SCSEP state and territory grantees with IT implementation and support costs related to the Department of Labor transition and implementation of the new Grantee Performance Management System (GPMS) case management tool. These grants will be funded through SCSEP recaptured funds.

This Change provides clarification/updates to the ETA-9130 financial reporting guidance contained in Training and Employment Guidance Letter (TEGL) No. 16-22.
