To publish FY 2023 state-level RESEA outcome payment performance targets for the reemployment and reduced UI duration of RESEA participants and to provide states with a midyear analysis of their performance levels compared against these targets.

To announce the availability of a recently developed online training lesson about the fundamentals of equitable access in UI programs. 

To announce the availability of BAM Investigator Virtual Training sessions and DV Training sessions.

Consistent with Joint WIOA Final Rule requirements, the U.S. Departments of Labor and Education (the Departments) have determined it is appropriate and reasonable for PY 2022 for the:

• U.S. Department of Labor (DOL) to assess performance for four performance indicators under WIOA title I core programs and three performance indicators under the Employment Service (referred to as “WIOA title III”) core program;
• U.S. Department of Education (ED) to assess performance for four performance indicators under the Vocational Rehabilitation (“WIOA title IV”) core program; and
• Departments to delay assessing performance for the purpose of imposing sanctions for the WIOA title II core program and for the remaining performance indicators in the WIOA titles I, III, and IV core programs to provide for the orderly transition from the requirements of the Workforce Investment Act of 1998 (WIA) to those of WIOA, as permitted under section 503(a) of WIOA.

The Departments’ determinations, as will be described more fully herein, are consistent with the phased-in approach to performance assessments described in Training and Employment Guidance Letter No. 11-19, Change 1 issued on May 10, 2023.

To announce the “Leveraging Federal Funds to Support More Robust IDH Utilization” webinar that will be hosted by the UI Integrity Center on August 1, 2023.

To provide information regarding the 2023 Unemployment Insurance (UI) Integrity Symposium to be hosted by NASWA on December 6 – 8, 2023, in Oklahoma City, Oklahoma.

To encourage state, local, and community workforce development grantees to partner with agencies that administer SNAP to provide access to work and job training for individuals whose SNAP benefits are time-limited.

To notify State Workforce Agencies (SWA) of a new access requirement impacting recipient organization users of Treasury’s ASAP system.

To inform State Workforce Agencies (SWAs) of the release of a new toolkit published on WorkforceGPS under the UI Community of Practice (COP). This toolkit, created as part of American Rescue Plan Act UI Modernization, provides SWAs with actionable solutions for common and emerging issues related to equitable access to unemployment compensation (UC) programs.
