To inform the workforce system of updates to the Employment and Training Administration's (ETA's) 9130 Financial Report and Instructions (hereafter referred to as ETA-9130 or 9130), and to provide information and additional guidance regarding new and revised reporting requirements. The 9130 reporting instructions are the primary sources for detailed instructions to complete and submit financial reports, and this Training and Employment Guidance Letter (TEGL) should be used as a supplemental resource. The appropriate program rules, regulations, and terms and conditions of the grant award may also contain specific reporting guidelines. Therefore, this TEGL does not contain information about all sections or line items on the 9130; rather it only covers areas where additional clarification or guidance will help ensure consistent and accurate financial reporting.

This Change 1 to Training and Employment Guidance Letter (TEGL) No. 3-21 conveys additional Fiscal Year (FY) 2022 WOTC funding allotments and application requirements for State Workforce Agencies (SWAs) based on funding appropriated through a continuing resolution (CR) through February 18, 2022. The rest of TEGL No. 3-21 remains the same.

To assist State Workforce Agencies or agencies designated by Governors as "Cooperating State Agencies" (CSAs) (also jointly referred to as "states") in administering the TAA program (as described below in Section 3) by identifying the FY 2016 Second Distribution amounts to states and describing the formula methodology the Department of Labor (Department) used to calculate these amounts; and to describe the process for states to request TAA Program reserve funds for training, employment and case management services, job search allowances, relocation allowances, and related state administration.

To increase awareness about the free resources available through the Employment and Training Administration's (ETA) Toll Free Help Line (TFHL) 1-877-US2 JOBS (1-877-872-5627), and to encourage the increased usage by American Job Centers and state and local governments. The TFHL resource is intended to give the public and the workforce development community universal access to employment and training information, programs and services. The service is available in over 140 languages and provides ease of access to a wide range of DOL specific programs and resources.

This Unemployment Insurance Program Letter (UIPL) provides information to state workforce agencies about changes to NAICS coding for calendar year (CY) 2022 and requests states to update industry codes on employer unemployment insurance (UI) accounts to ensure states correctly code subject employers.

To disseminate state Acceptable Level of Performance (ALP) targets for the BYE UI Integrity Performance Measure for the calendar year (CY) 2015 performance period and provide information on this measure for future performance periods.

To provide local workforce boards, American Job Centers (AJCs), workforce development partners, and grantees with information on supporting community violence intervention (CVI) strategies.

To provide State Workforce Agencies (SWAs) with information on the modification of the Upgrade Plan following the installation of new Sun Server X4-2 computer systems.

To ensure states are aware of the locality-based salary rates for certain Federal civilian employees.
