This Training and Employment Guidance Letter (TEGL), Change 1 provides current SCSEP national grantees with the application instructions, allocations, and the process and procedures for the first quarter of Program Year (PY) 2016. It also provides information on the transition to grants that will be awarded under the SCSEP Funding Announcement (FOA) to provide SCSEP services.

To convey the WOTC Fiscal Year (FY) 2022 initial funding allotments and application requirements for State Workforce Agencies (SWA) based on funding appropriated through a continuing resolution (CR) through December 3, 2021.

To transmit the subject computation for State Workforce Agency usage in computing minimum weekly DUA amounts for all major disasters declared during the fourth quarter of Fiscal Year (FY) 2016.

To inform State Workforce Agencies (SWAs) about the launch of the NASWA UI Integrity Center's Behavioral Insights Toolkit and to provide states with information on how to access the Toolkit resources.

To announce that OMB has approved (under the same OMB approval number provided below) of the extension, with changes, of RJM data information collection, and to provide State Workforce Agencies (SWAs) with a revised version of ET Handbook 410, 5th edition, RJM.

To inform state and Federal agencies of their responsibilities during a lapse in Federal appropriations that leads to a full or partial Federal government shutdown.

To inform States of the guidelines for the negotiation process for the first two years of implementation of the WIOA title I programs (Adult, Dislocated Worker, and Youth) and the Wagner-Peyser Employment Service program, as amended by title III of WIOA, for PY 2016 and PY 2017. Once negotiated levels are agreed upon by each State and the Employment and Training Administration (ETA), they will be incorporated into the State Unified or Combined Plan. This guidance also provides information on the negotiations process for the Adult Education and Family Literacy Act programs under title II of WIOA and the Vocational Rehabilitation program as amended by title IV of WIOA for PY 2016 and 2017.

To provide information on grant awards made to states selected to participate as "build and pilot" partners in the Claimant Experience Pilot and to provide information on how State Workforce Agencies (SWAs) can express interest in participating in future UI IT modernization pilots.

This Training and Employment Guidance Letter (TEGL) conveys to states the Administration's priorities, modification requirements, submission process, and deadline for the required modification of the WIOA Unified and Combined State Plans (State Plans) for PY 2022 and PY 2023, consistent with Sections 102 and 103 of WIOA.
