There are three main purposes of this TEN.

• To share key global attributes of a successful Rapid Response system, building upon the 10 elements of the Rapid Response Self-Assessment Tool.
• To support continuous improvement on the part of Rapid Response teams and practitioners in concert with technical support and sharing of best practices.
• To ensure that all state and local leaders understand the full array of strategies and activities that can be carried out by Rapid Response units. 

To announce the availability of a technical assistance resource, the revised Career Pathways Toolkit: A Guide for System Development, for States, local areas, and tribal entities developing career pathway systems.

To provide states with instructions for implementing the recent statutory changes to the emergency unemployment relief for state and local governmental entities, certain nonprofit organizations, and federally-recognized Indian Tribes provided in ARPA, Public Law (Pub. L.) 117-2, which amends Section 903(i) of the Social Security Act (SSA) (42 U.S.C. § 1103(i)).
