To ensure states are aware of the revised Schedule of Remuneration for the UCX program that reflects the military pay increase effective January 1, 2016.

To provide information to states and outlying areas on WIOA Title I Adult, Dislocated Worker and Youth Activities program allotments for PY 2021; final PY 2021 allotments for the Wagner-Peyser Act ES Program, as required by section 6(b)(5) of the Wagner-Peyser Act, as amended; and the allotments of Workforce Information Grants to states for PY 2021.

To provide guidelines for the FY 2016 UI RESEA grants and to invite state workforce agencies to submit proposals for funding.

To provide information to states about FY 2021 UI State Administration base resource allocations, general guidelines for resource planning, above-base funding, and SBRs.

To expand apprenticeships across the country by announcing ApprenticeshipUSA and launching related promotional and technical assistance resources for starting and enhancing Registered Apprenticeship Programs.

To provide State Workforce Agencies (SWAs) guidelines and key dates for the completion of the 2021 UI BAM paid and denied claims sample cases and the publication of 2021 BAM data.

To provide guidance to states on the proportional distribution methodology for recovering federally funded UC benefits, which are held by banks and financial institutions as a result of suspicious and/or potentially fraudulent activity.

To ensure states are aware that: 1) the social security survivors and old age retirement annuities and the Federal civilian pensions annual cost-of-living adjustment (COLA) will not increase for calendar year 2016, and 2) COLA information may be found on the U.S. Office of Personnel Management (OPM) Web site.

To advise states of appropriate circumstances for assessing a monetary fraud penalty and for assessing interest and other collection costs on benefit overpayments created under the CARES Act (Public Law (Pub. L.) 116-136), as amended; and to provide instructions for circumstances under which a state may waive recovery of overpayments, including limited circumstances for permissible use of "blanket waivers."

To announce the 2016 National BTQ Review that will be held the week of May 16-20, 2016, at the Frances Perkins Building, 200 Constitution Avenue NW, Washington, D.C., and request that Administrators from selected states ensure that two of their BTQ experts attend.
