To inform State Workforce Agencies (SWAs) of the opportunity to submit a supplemental budget request (SBR) for costs associated with implementing the initiative to enable more unemployment insurance (UI) beneficiaries to obtain training without affecting their benefit rights, and to notify beneficiaries of potential eligibility for Pell Grants and other student aid.

To respond to questions from state workforce agencies and provide guidance about the Federal government shutdown and the Unemployment Insurance program, including Unemployment Compensation for Federal Employees (UCFE) and Emergency Unemployment Compensation (EUC).

To summarize the UI program’s GPRA performance for FY 2008 and announce the FY 2009 and FY 2010 GPRA goals and targets.

To provide ETA funding recipients with additional information about permissible uses of funds made available through the Fiscal Year (FY) 2013 appropriations process. Since States have not yet received their full Program Year (PY) 2013 allotments due to the current Federal government shutdown, this guidance is intended to answer questions about the use of these funds (once received) for WIA activities provided on or after October 1, 2013.

As summer months approaches there is typically a decline in national Onboard Strength for Job Corps centers. Conversely, many YouthBuild programs are oversubscribed and have extensive waiting lists. The purpose of this Training and Employment Notice (TEN) is to: a) provide information to YouthBuild programs of the education and training services offered by Job Corps; b) to describe benefits provide best practices of current partnerships and c) provide information to available tools designed to implement a partnership.

To provide guidance to the states regarding the content of the WIA Annual Report Narrative including: the procedures for submission of the report to the Employment and Training Administration (ETA); acceptable approaches to fulfilling the customer satisfaction requirements for PY 2012 and PY 2013; and narrative about strategies for serving veterans (as referenced in section 4, part F). The WIA Annual Report Narrative is due on Friday, November 15, 2013.

To announce the availability of a Web-based training on modifications to the LERS, and the release of the accompanying LERS reference guide.

1. To provide preliminary FY 2010 dollar and staff year base resource planning targets for UI operations to be used in planning and developing State Quality Service Plans;
2. To provide general guidelines for FY 2010 resource planning; and
3. To explain how base resources were allocated among states.
