Industry-Driven Skills Training Fund - TEGL 02-25

The purpose of this grant initiative is to fund demonstration grants to states to support businesses in creating or expanding training programs that provide workers with the critical industry skills needed to fill in-demand jobs in those states and advance national economic priorities. These grants, with award amounts up to $8 million, will address critical workforce needs for in-demand skilled trade careers and in high-growth and emerging industries, in support of Executive Order 14278,Preparing Americans for High-Paying Skilled Trade Jobs of the Future and America’s AI Action Plan, and at least $5 million of the total available funding will be awarded to support training in the shipbuilding industry.

Workforce Data Quality Initiative - WDQI Round 10 - FOA-ETA-25-32

State and local stakeholders have expressed the need for dedicated funding to modernize their longitudinal database systems and the supplemental data infrastructure required for effective data linkages. The Department prioritizes evidence-based services and accountability mechanisms that ensure workers are connected to job opportunities.
Section 169 of WIOA describes the purpose and objectives of rigorous and continuous evaluation and research activities to examine the impacts and cost effectiveness of education and workforce programs.
As such, states need well-developed data infrastructures to support high-quality evaluations and research activities that identify the programs and services that are most effective. WDQI grants are a critical resource for states who seek to modernize and advance sustainable longitudinal data infrastructures, such as by establishing policies, procedures, and guidelines for inter-agency data sharing.
ETA plans to award up to 5 grants with a maximum award of $2,500,000 to eligible State Workforce Agencies (SWAs) to modernize their state longitudinal database system and infrastructure.

State Apprenticeship Expansion Formula (Round 3) - FOA-ETA-25-31

This Funding Opportunity Announcement solicits applications for the third round of the State Apprenticeship Expansion Formula (SAEF3) grant program. As part of its five-year investment plan, the Department will award the next round of State Apprenticeship Expansion Formula grants for (1) Base Formula Funding to all states and territories that apply (territories that have less than 100 active registered apprentices, i.e., The Commonwealth of the Northern Mariana Islands and The U.S. Virgin Islands, may apply for the base funding of up to $75,000 and are not eligible to apply for competitive funding), and (2) an opportunity to apply separately for additional competitive funding for states and territories with immediate readiness to adopt multiple innovative research- and evidence-based elements that expand Registered Apprenticeship, as well as the capacity to expend additional funding that supports innovation, sector strategies, and workforce system alignment.

Pathway Home 6 - FOA-ETA-25-29

This Funding Opportunity Announcement solicits applications for Pathway Home 6 grants. ETA plans to award $25 million in an estimated 9 grants up to $4 million each. The purpose of this program is to provide eligible incarcerated individuals in men’s and women’s state correctional facilities or local or county jails with workforce services prior to release and to continue services after release by transitioning the participants into reentry programs in the communities to which they will return. By providing for reentry services to begin while participants are still incarcerated and to continue post-release, these projects are designed to eliminate the time gap between release from prison and enrollment into a workforce development reentry program leading to skills-based employment, to improve individuals’ transition back into their communities, and to reduce recidivism.

Next Level Now Technical Assistance Collaborative – FOA-ETA-25-35

This FOA will support a cooperative agreement between the Employment and Training Administration (ETA) and the selected awardee(s), who will operate a Technical Assistance Collaborative to provide strategic, short- and long-term technical assistance (TA) to help public workforce system entities at the state and local levels improve service quality and outcomes for job seekers and employers who use the public workforce system. For the purposes of this FOA, the public workforce system is considered as primarily Workforce Innovation and Opportunity Act (WIOA) Title I and Wagner-Peyser Act Employment Service grantees and required partners of the one stop delivery system. TA may be provided to a broader range of workforce system partners to improve WIOA Title I and Wagner-Peyser Act service delivery. Under this FOA, ETA expects to award one or more cooperative agreements, and applicants may apply for no more than $1,500,000, which will cover their project's first year of operation. ETA anticipates each awardee will also receive annual increments of approximately $1 million in the subsequent three years of the period of performance, for an approximate total of $4.5 million.
