Some U.S. Department of Veterans Affairs (VA) Veteran Readiness and Employment (VR&E) program participants are referred for state employment services as they approach the end of their training. Many of those participants are served by JVSG-funded staff who may find the following resources helpful.

Guidance

On December 9, 2025, VETS issued Veterans’ Program Letter (VPL) 01-26, Coordinating and Delivering Employment Services to U.S. Department of Veterans Affairs Veteran Readiness and Employment Participants. The VPL outlines how JVSG recipients and their partners can effectively support VR&E participants, with an attachment detailing examples and best practices.

VETS held a JVSG Listening Session on January 20, 2026, to explain the new guidance and address questions. The meeting materials are provided below.

Monthly Progress Report

VETS and the VA ask state employment services specialists to send a monthly progress report to the referring VR&E counselor by the 10th of each month until the participant's employment case is closed. This enables case conferencing, aiding the participant's rehabilitation into suitable employment. Find links to the VA's monthly progress report form and a video on how to complete it below.
