The U.S. Department of Labor, Veterans’ Employment and Training Service (VETS), Homeless Veterans’ Reintegration Program (HVRP) is the only federal grant to focus exclusively on competitive employment for veterans experiencing homelessness. The HVRP has strong partnerships between public, private, and nonprofit organizations, especially those that employ and partner with veterans who have experienced homelessness, to deliver services to veterans experiencing or at risk of homelessness assisting them in overcoming barriers to employment.
Participants of the program receive services such as career exploration, career technical training, job placement, and supportive services, with the goal of empowering them to secure employment in high-demand occupations, paying wages consistent with the relevant market.
HVRP was initially authorized in 1987 under Section 738 of Stewart B. McKinney Homeless Assistance Act, and now is authorized under Title 38 U.S.C. Sections 2021, 2021A, and 2023.
