How to Apply
The Department of Labor’s Veterans’ Employment and Training Services (DOL-VETS) announces the HVRP Funding Opportunity Announcement (FOA) annually. Search and apply for an HVRP Federal Financial Assistance award at Grants.gov.
Selected Applicants will provide HVRP services for a three-year period of performance, beginning July 1 of the year they applied.

Application Guide for DOL-VETS HVRP FOA: The application guide explains the standard requirements for DOL-VETS FOA. It provides supplemental application information. The requirements in the guide must be followed when applying for the HVRP grant, and when administering the award.
Who Can Apply
If your organization has experience providing veteran and/or employment-related services, you may be interested in applying for this HVRP grant.
Applications for funds will be accepted from:
- Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education
- County governments
- Nonprofits that do not have a 501(c)(3) status with the IRS, other than institutions of higher education
- Native American tribal governments (Federally recognized)
- City or township governments
- Native American tribal organizations (other than federally recognized tribal governments)
- Public and State controlled institutions of higher education
- Small businesses
- State governments
- For profit organizations other than small businesses
- Special district governments
- Public housing authorities/Indian housing authorities
- Private institutions of higher education
- The following U.S. Territories or Possessions are eligible to apply: Puerto Rico, U.S. Virgin Islands, and Guam, as these are the only U.S. Territories or Possessions that have an active Continuum of Care, American Job Center, and a 2025 HUD Point in Time count for homeless veterans.
- Native American Tribally Designated Organizations
- State and Local Workforce Development Boards (SWDBs/LWDBs) established under the Workforce Innovation and Opportunity Act (WIOA)
- Faith-based Organizations
Applicants must have a familiarity with the area and population to be served and have the ability to administer an effective program.
