To announce the Secretary’s waiver determinations on State participation in the SAVE program effective on October 1, 1988.

To rescind GAL No. 43-81, and to reissue and update policy guidance for use by the State Employment Security Agencies (SESAs) in carrying out responsibilities and tasks to be performed by IS staff.

a. To announce the start up of a National UI/QC Clearinghouse for the exchange of information among the State Employment Security Agencies (SESAs) regarding UI program improvements growing out of the Quality Control program.

b. To describe the scope of the Clearinghouse and provide information to the SESAs on how it will operate.

To provide a separate Federal identification code for the bureau of the Census and solicit State coop-eration with DOC representatives who will be contacting them to discuss strategies for handling the large influx of claimants expected as a result of the decennial census..

To inform grantees certain requirements regarding signatures.

To announce the bases on which the Secretary will make a determination to grant a waiver from participation in the Immigration and Naturalization Service’s (INS) automated alien status verification system.

To announce continuation of the Alien Claims Activity reporting requirement through November 30, 1995, provide clarification of reporting instructions and transmit a copy of the slightly revised ETA-9016 format.

To provide guidelines for the acceptance of changes to the QC questionnaire.

To transmit information on how Job Training Partnership Act (JTPA) officials may use the FBP's services.

To transmit copies of an OMB issuance containing questions and answers on audits.

To provide SESAs with the general guidelines use Regional office monitors in assessing the adequacy of QC case investigations.

To provide grantees with a clarification of requirements in DINAP Bulletin 84-51 which cover indirect costs, indirect cost rates, and cost allocation plans, contained in the Native American Job Training Partnership Act (JTPA) program regulations and in OM

To state the DINAP policy on providing financial information on grants when requested by auditors under contract with Native American grantees.

To clarify the effects that IRCA provisions have upon UI claimstaking procedures and providing of information to the Immigration and Naturalization Service (INS).

To provide guidance to State Employment Security Agencies (SESAs) on the development of special studies to facilitate taking UI program improvement actions ("QC program studies").

To transmit reissued Section of the Risk Analysis Technical Assistance Guide entitled "Final report - Vol 1: Findings, Analyses and Recommendations (Document E-1).

To reissue and clarify UCFE procedures to re-emphasize the need to actively seek recoupment of UCFE overpayments; and to retransmit a current list of Federal agencies which use the claims processing services of a contractor.

To inform grantees that activities related to equal opportunity compliance and enforcement will be directed by the Department of Labor's Directorate of Civil Rights.
