As stated in Training and Employment Guidance Letter No. 6-01, dated November 14, 2001, General Administration Letters have been eliminated as an advisory series.

To provide guidance to states and local areas for Program Year 2002 youth services under the Workforce Investment Act (WIA) of 1998.

Last summer, Congress proposed and enacted a rescission of $177.5 million from the WIA Title I dislocated worker program for PY 2001. This notice is to provide to states advance notice of a planned determination by the Secretary of Labor on or before June 28, 2002, of revised Program Year (PY) 2001 allotments for the dislocated worker program under WIA Title I as a result of the congressional rescission contained in the Supplemental Appropriations Act, 2001 (Public Law 107-20). In furtherance of the implementation of that rescission, the Employment and Training Administration will revise applicable Notices of Obligation (NOO) on or before June 28, 2002. The President has proposed a supplemental appropriation to restore the amount rescinded from the dislocated worker formula program and that proposal is pending before Congress.

To provide the final planning allotments for PY 2002 basic labor exchange activities to the states, as required by Section 6(b)(5) of the W-P Act, as amended, and to announce changes to the Reemployment Services Allotments for PY 2002.

To provide suggestions to states regarding administrative uses of the $8 billion Reed Act distribution made on March 13, 2002.

To announce revisions to the FY 2002 UI GPRA goals.

To clarify the employer=s requirements to provide transportation reimbursement to workers in the H-2A temporary foreign agricultural worker program.

This guidance letter outlines the procedures states should follow to apply for WIA Section 503 Incentive Grants.

To rescind General Administration Letter (GAL) No. 1-01 because it did not include all of the pertinent regulatory references and to provide additional regulation citations, policy clarification and procedural guidance for the notification process between employers and the State Workforce Agencies (SWAs) regarding worker abandonment, rejection or termination from H-2A temporary agricultural employment.

Provide updated requirements and procedures for requesting advances and making voluntary repayments of funds from the FUA in the Unemployment Trust Fund (UTF).

To provide information to the One-Stop delivery system on the Victims of Trafficking and Violence Protection Act of 2000, and guidance how the One-Stop delivery system can offer assistance to trafficking victims under The Workforce Investment Act of 1998 (WIA).

To advise states of the federal law requirements applicable to the $8 billion Reed Act distribution made on March 13, 2002.

To inform State Workforce Agencies (SWAs) of a third quarter above-base advance and the opportunity to submit a supplemental budget request (SBR) for funding of TEUC implementation costs.

To provide State Workforce Agencies (SWAs) with revised fiscal and reporting instructions for the TEUC program.

1) To inform the workforce investment system about the Department of Labor's Center for Faith-Based and Community Initiatives (CFBCI) and its purpose; and 2) To request that states take actions to broaden the number of grassroots community-based organizations, including faith-based organizations, which partner with Local Workforce Investment Boards and One-Stop Career Centers.

To transmit to state workforce agencies (SWAs) a revised directory of state individuals to contact for information on UI tax and/or TPS matters. This directory is intended for internal use only.

To respond to questions concerning implementation of the TEUC program.

To provide tables for Fiscal Years (FY) 1997-2000 showing estimated FUTA receipts attributable to employment in each state and the amounts provided to each state for program administration and benefit payments. Cumulative totals for FY 1981 through FY 2000 are also included.

To announce fiscal year 2002 training seminars for SWA/BAM Investigators.

To transmit to the State Workforce Agencies (SWAs) guidance on the availability of relief from the ¿21-day¿ requirement for submitting IRS Form 8850, under the Work Opportunity Tax Credit (WOTC) Program and the Welfare-to-Work Tax Credit (WtWTC).
