This guidance updates Training and Employment Guidance Letter (TEGL) No. 41-14, Workforce Innovation and Opportunity Act (WIOA or Opportunity Act) Title I Training Provider Eligibility Transition to extend the transition period for training providers that were determined eligible under the Workforce Investment Act (WIA) title I.

To provide guidance and planning information to states, local workforce areas, and other recipients of Workforce Innovation and Opportunity Act (WIOA) Title I youth formula funds on the activities associated with the implementation of WIOA.

This guidance provides states with revised allotment levels for WIOA Adult and Dislocated Worker FY 2016 funds, which became available to states in October 2015. This Change 3 to TEGL 29-14 revises the funding available to states on October 2015 to reflect the 0.2108 percent reduction enacted in the short-term Continuing Appropriations Resolution for FY 2016.

To provide guidance to the states regarding the content of the WIA Annual Report narrative; including strategies for serving veterans, acceptable approaches to fulfilling the customer satisfaction requirements, and the procedures for submission to the Employment and Training Administration (ETA). Since June 2008, the Employment and Training Administration (ETA) has overseen the development and execution of a rigorous random assignment evaluation of the Workforce Investment Act (WIA) Adult and Dislocated Worker programs called the WIA Gold Standard Evaluation. This Training and Employment Notice (TEN) provides an update on the status of that evaluation and announces the release and availability of the first report from this evaluation: Providing Services to Veterans through the Public Workforce System: Findings from the WIA Gold Standard Evaluation, Volume I and II.
