The Grand Jury charges:

FIRST COUNT

Commencing in or about September 2001, and continuing thereafter to in or about March 2002, within the District of Columbia, Delores J. Walker, engaged in a scheme and systematic course of conduct with intent to defraud and to obtain property of the American Federation of Government Employees (AFGE), Local 476, by means of a false or fraudulent pretense, representation, and promise and thereby obtained property of a value of $250 or more belonging to American Federation of Government Employees (AFGE), Local 476, consisting of money. (Fraud L in violation of 22 D.C. Code, Section 3221(a), 3222(a)(1) (2001 ed.))

SECOND COUNT:

On or about September 7, 2001, through on or about September 10, 2001, within the District of Columbia, Delores J. Walker:, wrongfully obtained and used property of value, belonging to American Federation of Government Employees(AFGE), Local 476, consisting of money, with the intent to appropriate the property for her own use and to deprive American Federation of Government Employees (AFGE), Local 476 of a right to and benefit of the, property. (Second Degree Theft, in violation of 22 D.C. Code, Section 3211, 3212(b) (2001 ed.))

THIRD COUNT:

On or about October 10, 2001, through on or about October 12, 2001, within the District of Columbia, Delores I. Walker, wrongfully obtained and used property of value, belonging to American Federation of Government Employees (AFGE), Local 476, consisting of money, with the intent to appropriate the property for her own use and to deprive American Federation of Government Employees (AFGE), Local 476 of a right to and benefit of the property. (Second Degree Theft, in violation of 22 D.C. Code, Section 3211, 3212(b) (2001 ed.))

FOURTH COUNT:

On or about October 16, 2001, through on or about October 18, 2001, within the District of Columbia, Dolores J. Walker, wrongfully obtained and used property of value, belonging to American Federation of Government Employees (AFGE), Local 476, consisting of money, with the intent to appropriate the property for her own use and to deprive American Federation of Government Employees (AFGE), Local 476 of a right to and benefit of the property. (Second Degree Theft, in violation of 22 D.C. Code, Section 3211, 3212(b) (2001 ed.))

FIFTH COUNT:

On or about October 23, 2001. through on or about October 24, 2001, within the District of Columbia, Delores J. Walker, wrongfully obtained and used property of value, belonging to American Federation of Government Employees (AFGE), Local 476, consisting of money, with the intent to appropriate the property for her own use and to deprive American Federation of Goverment Employees (AFGE), Local 476 of a right to and benefit of the property. (Second Degree Theft, in violation of 22 D.C. Codc, Section 3211, 3212(b) (2001 ed.))

SIXTH COUNT:

On or about November 6, 2001, through on or about November 7, 2001, within the District of Columbia, Delores J. Walker, wrongfully obtained and used property of value, belonging to American Federation of Government Employees (AFGE), Local 476, consisting of money, with the intent to appropriate the property for her own use and to deprive American Federation of Government Employees (AFGE), Local 476 of a right to and benefit of the property. (Second Degree Theft, in violation of 22 D.C. Code, Section 3211, 3212(b) (2001 ed.))

SEVENTH COUNT:

On or about November 16, 2001, through on or about November 19, 2001, within the District of Columbia, Delores J. Walker, wrongfully obtained used property of value, belonging to American Federation of Government Employees (AFGE), Local 476, consisting of money, with the intent to appropriate the property for her own use and to deprive American Federation of Government Employees (AFGE), Local 476 of a right to and benefit of the property. (Second Degree Theft, in violation of 22 D.C. Code, Section 3211, 3212(b) (2001 ed.))

EIGHTH COUNT:

On or about December 13, 2001, through on or about December 14, 2001, within the District of Columbia, Delores J. Walker wrongfully obtained and used property of a value of $250 or more, belonging to American Federation of Government Employees (AFGE), Local 476, consisting of money, with the intent to appropriate the property for her own use and to deprive American Federation of Government Employees (AFGE), Local 476 of a right to and benefit of the property. (First Degree Theft, in violation of 22 D.C. Code, Section 3211, 3212(a) (2001 ed.))

NINTH COUNT:

On or about December 27, 2001, through on or about December 28, 2001, within the District of Columbia, Delores J. Walker, wrongfully obtained and used property of value, belonging to American Federation of Government Employees (AFGE), Local 476, consisting of money, with the intent to appropriate the property for her own use and to deprive American Federation of Government Employees (AFGE), Local 476 of a right to and benefit of the property. (Second Degree That in violation of 22 D.C. Code, Section 3211, 3212(b) (2001 ed.))

TENTH COUNT:

On or about December 31, 2001, through on or about January 3, 2002, within the District of Columbia, Delores J. Walker. wrongfully obtained and used property of value, belonging to American Federation of Government Employees (AFGE), Local 476, consisting of raonQy, with the intent to appropriate the property for her own use and to deprive American Federation of Govorwaent Employees (AFGE), Local 476 of a fight, to and benefit of the property. (Second Degree Theft, in violation of 22 D.C. Code, Section 3211, 3212(b) (2001 ed.))

ELEVENTH COUNT:

On or about January 16, 2002, through on or about January 18, 2002, within the District of Columbia, Delores 1. Walker, wrongfully obtained and used property of value, belonging to American Federation of Government Employees (AFGE), Local 470, consisting of money, with the intent to appropriate the property for her own use and to deprive American Federation of Government Employees (AFGE), Local 476 of a right to and benefit of the property. (Second Degree Theft, in violation of 22 D.C. Code, Section 3211, 3212(b) (2001 ed.))

TWELFTH COUNT:

On or about January 25, 2002, through on or about January 28, 2002, within the District of Columbia, Delores J. Walker, wrongfully obtained and used property of value, belonging to American Federation of Government Employees (AFGE), Local 476, consisting of money, with the intent to appropriate the property for her own use and to deprive American Federation of Government] Employees (AFGE), Local 476 of a right to and benefit of the property. (Second Degree Theft, in violation of 22 D.C. Code, Section 3211, 3212(b) (2001 ed.))

THIRTEENTH COUNT:

On or about January 29, 2002, through on or about January 31, 2002, within the District of Columbia, Delores J. Walker, wrongfully obtained and used property of value, belonging to American Federation of Government Employees (AFGE), Local 476, consisting of money, with the intent to appropriate the property for her own use and to deprive American Federation of Government Employees (AME), Local 476 of a right to and benefit of the property. FOURTEENTH COUNT:

On or about February 4, 2002, through on or about February 5, 2002, within the District of Columbia, Delores J. Walker, wrongfully obtained and used property of value, belonging to American Federation of Government Employees (AFGE), Local 476, consisting of money, with the intent to appropriate the property for her own use and to deprive American Federation of Government Employees (AFGE), Local 476 of a right to and benefit of the property. On or about February 11, 2002, through on or about February 12, 2002, within the District of Columbia, Delores J. Walker, wrongfully obtained and used property of value, belonging to American Federation of Government Employees (AFGE), Local 476, consisting of money, with the intent to appropriate the property for her own use and to deprive American Federation of Government Employees (AFGE), Local 476 of a right to and benefit of the property, (Second Degree Theft, in violation of 22 D.C. On or about February 14, 2002, through on or about February 15, 2002, within the District of Columbia, Delores J. Walker, wrongfully obtained and used property of value, belonging to American Federation of Government Bmployces (AFGE), Local 476, consisdag of money, with the intent to appropriate the property for her own use and to deprive American Federation of Govermnant Employees (AFOE), Local 476 of a right to and benefit of the property. SEVENTEENTH COUNT:

On or about February 21, 2002, through on or about February 22, 2002, within the District of Columbia, Delores J. Walker, wrongfully obtained and used property of value, belonging to American Federation of Government Employees (AFGE), Local 476, consisting of money, with the intent to appropriate the property for her own use and to deprive American Federation of Govermnent Employees (AFGE), Local 476 of a right to and benefit of the property. On or about February 27, 2002, through on or about March 1, 2002, within the District of Columbia, Delores J. Walker, wrongfully obtained and used property of value, belonging to American Federation of Government Employees (AFGE), Local 476, consisting of money, with the intent to appropriate the property for her own use and to deprive American Federation of Government Employees (AFGE), Local 476 of a right to and benefit of the property. (Second Degree Theft, in violation of 22 D.C. Code, Section 3211, 3212(b) (2001 ed.))

NINETEENTH COUNT:

On or about March 8, 2002, through on or about March 12, 2002, within the District of Columbia, Delores J. Walker, wrongfully obtained and used property of value, belonging to American Federation of Government Employees (AFGE), Local 476, consisting of money, with the intent to appropriate the property for her own use and to deprive American Federation of Government Employees (AFGE), Local 476 of a right to and benefit of the property. TWENTIETH COUNT:

On or about March 21, 2002, through on or about March 25, 2002, within tho District of Columbia, Delores J. Walker, wrongfully obtained and used property of value, belonging to American Federation of Government Employees (AFGE), Local 476, consisting of money, with the intent to appropriate the property for her own use and to deprive American Federation of Government Employees (AFGE), Local 476 of a right to and benefit of the property.
