OLMS Seeks Public Comments Concerning Rights of Members of Federal Sector Unions

The Office of Labor-Management Standards (OLMS) is seeking public comments on a November 3, 2004 proposal that will require Federal sector unions to inform their members about their democratic rights as union members. Under the proposal, labor organizations will be required to provide all new members with a notice of their rights and, if they have a Web site, they must either post their own notice stating all such union member democratic rights or create a hyperlink to -Union Member Rights and Officer Responsibilities under the Civil Service Reform Act- on the OLMS Web site.

The labor organizations will also be required to provide written notice to all members every three years either by enclosing a notice with the statutorily mandated notice of elections or by other methods the organization may choose. OLMS will have the authority to initiate investigations and take enforcement action to remedy any violations of the regulation through existing administrative enforcement mechanisms.

OLMS invites comments about the proposal from interested parties, including labor organizations, union members, public interest groups, and the public. Comments must be received on or before January 3, 2005. Comments can be submitted by any of the following methods.
