Gundeep Ahluwalia

Gundeep Ahluwalia

Gundeep Ahluwalia is a tech leader with a unique vision for innovation and strategy. Since assuming the role of Chief Information Officer (CIO) in October 2016, Ahluwalia has led information technology growth and transformation at the U.S. Department of Labor (DOL). He provides strategic leadership for IT capital planning, project initiatives, talent acquisition and enterprise-wide services—ultimately advancing the Department’s mission-critical work. Prior to serving as the CIO, Ahluwalia served as DOL's Deputy CIO.

Louis Charlier

Deputy Chief Information Officer
Louis Charlier

Louis (Lou) Charlier has more than 30 years of leadership and transformational experience in the military, private, and public sectors initiating and implementing enterprise-wide, IT capabilities and strategies. He currently serves as the Deputy Chief Information Officer at the U.S. Department of Labor (DOL) in the Office of the Chief Information Officer (OCIO). He and his team provide enterprise IT services to more than 15,000 customers across the country.

Rick Kryger

Deputy Chief Information Officer
Rick Kryger

Rick Kryger is a leader and manager with over 20 years of experience in information technology systems development, maintenance, and operations for the U.S. Department of Labor (DOL). Currently, he serves as the Deputy Chief Information Officer (DCIO) in the Office of the Chief Information Officer (OCIO). In this role, he is responsible for streamlining procurement and acquisition efforts to avoid duplicative applications and service offerings. He also enacts and implements IT governance standards and supports business applications by modernizing critical systems. Lastly, he oversees effective human resources (HR) efforts to recruit and retain top talent and the administration of content updates for DOL supported websites and LaborNet.

Paul Blahusch

Cybersecurity Directorate
Paul Blahusch, Director

Paul Blahusch has more than 25 years of cyber and IT security experience with the U.S. Department of Labor (DOL). He serves as the Director of Cybersecurity and the Chief Information Security Officer (CISO) for DOL in the Office of the Chief Information Officer. In this role, Paul supports the Department’s overall mission by promoting and bolstering enterprise-wide cybersecurity efforts. As CISO, he is responsible for security initiatives within DOL, including but not limited to regulatory compliance and oversight, Federal Information Security Modernization Act (FISMA) implementation and planning, computer awareness and training, and computer security incident response.

Thomas Flagg

Business Application Services Directorate 
Thomas Flagg, Director

Thomas N. Flagg is a motivational leader, who strives to inspire teams to deliver their best work in support of business goals and objectives. He brings over 20 years of business and information technology knowledge composed of both private sector and government experiences. He currently serves as the Director of Business Application Services within the Office of the Chief Information Officer at the U.S. Department of Labor. This position oversees all business-focused application projects throughout the development life cycle, including management of staff resources, and identifying ways to improve existing business-focused systems and transitions legacy systems onto platform technologies in accordance with the enterprise architecture strategic plan and agency mission needs.

Sanjay Koyani

IT Operations and Services Directorate 
Sanjay Koyani, Director

Sanjay Koyani has over 20 years of experience in leading transformation and modernization efforts in government. Currently, he serves as Director of IT Operations and Services at the U.S. Department of Labor (DOL) in the Office of the Chief Information Officer. In this role, he oversees the following DOL-wide operations: Customer Service Center, Datacenter and IT Infrastructure Operations, and Network Services, including enterprise and agency applications and infrastructure systems as well as cloud resources.

Mangala Kuppa

Technology, Innovation and Engineering Directorate 
Mangala Kuppa, Director

Mangala Kuppa is a seasoned professional with over 25 years of experience in both the public and private sectors. She is a go-getter with a unique skill set that includes in-depth technical expertise, experience with industry best practices, and exceptional leadership and management skills. She currently serves as Chief Technology Officer and the Director of Technology, Innovation and Engineering within the Department of Labor's Office of the Chief Information Officer. In this role, Mangala functions as a key advisor to the Chief Information Officer and Deputy Chief Information Officers on the development of short and long-range IT plans for all elements of the enterprise-wide technology environment. She also oversees the development and operations of the department's Enterprise Data Platform and Artificial Intelligence and Machine Language strategies and policies.

Leo Miller

Administration, Business Management & Governance Directorate
Leo Miller, Director

Leo Miller has been with the U.S. Department of Labor (DOL) for over 22 years. He began his DOL career with the Employment and Training Administration and transitioned over to the Office of the Chief Information Officer (OCIO) in October 2021 as the Director of Administration, Business Management and Governance. His team supports OCIO’s administrative requirements, including human capital/talent acquisition, and DOL’s IT Financial, Procurement, and Governance activities. His team manages OCIO's annual budget, and works with agencies to negotiate investments in mission IT applications. His team also develops an annual acquisition plan and works with the Office of the Senior Procurement Executive to ensure products and services are purchased timely and with best value to the government. Finally, his team manages IT governance, facilitates the agendas for OCIO's advisory boards, and works with OIG and GAO.

Akanksha Sharma

Digital Transformation Directorate
Akanksha Sharma, Director

Akanksha Sharma is a senior information technology (IT) leader with almost 20 years of combined experience in both the public and private sectors. Focusing on establishing and executing technology strategies, she drives digital transformation and large-scale IT modernization efforts. She currently serves as the Director of Digital Transformation at the U.S. Department of Labor (DOL) in the Office of the Chief Information Officer. In this role, she oversees digital transformation efforts that improve the user and customer experience of DOL’s benefits and services such as the unemployment insurance modernization.

Client Engagement & Program Management Directorate

The Directorate of Client Engagement & Program Management oversees engagement with clients of the Office of the Chief Information Officer (OCIO) to understand their business needs. The Directorate also manages the development and dissemination of key OCIO communications internally and externally to the Department of Labor, all aspects of project and portfolio management to ensure that OCIO projects meet their desired outcomes, and the Department’s Section 508 Program.
