Workforce Innovation and Opportunity Act (WIOA)

The Workforce Innovation and Opportunity Act (WIOA) was signed into law July 22, 2014.  The law supersedes the Workforce Investment Act (WIA).  WIOA authorizes and funds the Division of Indian and Native American Programs under Subtitle D – National Programs, Section 166. Native American Programs.

The purpose of the WIOA Sec. 166 is to support employment and training activities for Indian, Alaska Native, Native Hawaiian individuals in order to (a) develop more fully the academic, occupational, and literacy skills of such individuals; (b) to make such individuals more competitive in the workforce and to equip them with the entrepreneurial skills necessary for successful self-employment; and (c) to promote the economic and social development of Indian, Alaska Native, and Native Hawaiian communities in accordance with the goals and values of such communities.

The WIOA Final Rule implements titles I and II of WIOA, and went into effect on October 18, 2016.  Part 684 – Indian and Native American Programs under Title I, also went into effective the same day and directs the Division of Indian and Native American Program grantees.
