State Level Employment Outcomes for Veterans and Disabled Veteransvets logo

State Workforce Agencies nationwide operate American Job Centers that provide employment and workforce information services in local communities. The Veteransí Employment and Training Service (VETS) provides funding to State Workforce Agencies through the Jobs for Veterans State Grants (JVSG) program. Through these grants, states fund two positions in American Job Centers: Disabled Veteransí Outreach Program (DVOP) specialists and Local Veteransí Employment Representatives (LVER). DVOP specialists provide intensive services to veterans and eligible spouses, designed to facilitate participantsí transition into meaningful civilian employment. LVER staff performs outreach to local businesses and employers to advocate for the hiring of veterans.

VETS tracks three participant outcome measures for the JVSG program.

  • Entered Employment Rate (EER) - the percent of participants who are employed in the first quarter after exiting the program.
  • Employment Retention Rate (ERR) - the percent of those entering employment who also are employed in the first and second quarters after entering employment.
  • Six Month Average Earnings (AE) - the average of six month wages paid to program participants who entered employment and who are still employed in the second and third quarters following the quarter in which they exited the program.

The table below is the state-by-state negotiated targets and outcomes for each of these measures for Program Year (PY) 2013 (July 1, 2013-June 30, 2014).
